“Addressing the Global Housing Crisis Together” at the XXXV High-Level Meeting Reshaping Multilateralism in an Era of Divides and Transformation
| States and communities everywhere in the world seem in the grip of a global housing crisis that threatens social stability and sustainable development. According to the UN findings, nearly 3 billion people live in inadequate housing conditions, including over 1.1 billion in informal settlements or slums and more than 300 million who are homeless. In many cities, the increase of housing costs has far outpaced incomes, making it unaffordable for a vast share of the population. This affordability gap in some cases contributes to rising access to housing, and in others – contributes to the cases of homelessness, and yet in other cases – increases the growth of slum populations – in 2022 the number of slum dwellers reached about 1.12 billion, up by 130 million since 2015.
Against this background the SDG 11 target of housing for all by 2030 is put at serious risk.

This high-level discussion is part of advocacy efforts leading up to the Thirteenth Session of the World Urban Forum (WUF13). This session is organized by UN-Habitat in partnership with the State Committee on Urban Planning and Architecture (SCUPA) of the Republic of Azerbaijan at the Nizami Ganjavi International Center (NGIC) high-level meeting.
Taking place on 17–22 May 2026 in Baku, Azerbaijan, WUF13 is the premier global conference on sustainable urbanization, convened by UN-Habitat. WUF13’s theme, “Housing the World: Safe and Resilient Cities and Communities,” will shine a global spotlight on the urgent need to address the housing crisis and position housing as a driver of inclusive, resilient, and sustainable urban development.
