Le maintien de l'ordre dans les villes : la mise en œuvre du droit de manifester pacifiquement au niveau local
| The right to peaceful protest is a fundamental human right and an essential component of democratic governance. While international human rights standards and UN Human Rights Council (HRC) resolutions establish important obligations and principles for protecting this right, their effective implementation often depends on decisions and practices at the local level.
City governments and law enforcement agencies play a critical role in facilitating peaceful assemblies, managing public spaces, ensuring public safety, and protecting the rights of protesters. On the other hand, they need to maintain order, circulation and mobility as well as public safety for all residents, including during protests. In reality, and especially during complex and prolonged protests, gaps may persist between international commitments made at the national level and their practical implementation by municipal authorities and police services.
