Les \u00c9tats ont n\u00e9goci\u00e9 un nouveau trait\u00e9 sur les pand\u00e9mies au sein de l'Organisation mondiale de la sant\u00e9 (OMS) afin de pr\u00e9venir les pand\u00e9mies futures, de s'y pr\u00e9parer et d'y r\u00e9pondre de mani\u00e8re plus efficace, plus \u00e9quitable et plus coop\u00e9rative. La GCH soutient que les gouvernements locaux et r\u00e9gionaux (GLR), acteurs cl\u00e9s de la r\u00e9ponse au COVID-19, devraient \u00eatre explicitement mentionn\u00e9s dans le trait\u00e9 et se voir accorder une plus grande voix \u00e0 l'avenir. <\/p>\n\n\n\n

Alors que la 11e session de l'Organe intergouvernemental de n\u00e9gociation (OIN) charg\u00e9 de r\u00e9diger et de n\u00e9gocier un nouveau trait\u00e9 de l'OMS sur la pand\u00e9mie est sur le point de s'achever, il est grand temps de r\u00e9fl\u00e9chir \u00e0 ce que le projet de trait\u00e9 sur la pand\u00e9mie contient (ou ne contient pas) pour les collectivit\u00e9s locales et r\u00e9gionales. Si les premiers projets mentionnaient les collectivit\u00e9s territoriales, ces r\u00e9f\u00e9rences ont \u00e9t\u00e9 \u00e9dulcor\u00e9es au fil du temps. Toutefois, l'article 17 sur les \"approches de l'ensemble du gouvernement et de l'ensemble de la soci\u00e9t\u00e9\" demeure, ce qui constitue le principal point d'entr\u00e9e des GLR dans le trait\u00e9. <\/p>\n\n\n\n

Le document d'orientation de la GCH ci-dessous pr\u00e9sente des observations sur les perspectives des \u00c9tats et met en \u00e9vidence les d\u00e9fis \u00e0 relever pour que les GRL soient davantage impliqu\u00e9s dans les n\u00e9gociations futures.<\/p>\n\n\n\n
