\u00e9v\u00e9nement organis\u00e9 par le Chili, l'Egypte, la R\u00e9publique de Cor\u00e9e, la Roumanie et le Bureau du Haut Commissaire des Nations Unies aux droits de l'homme (OHCHR) pour partager les conclusions et discuter de la mise en \u0153uvre des recommandations contenues dans le rapport de l'OHCHR (<a href=\"https:\/\/documents.un.org\/doc\/undoc\/gen\/g24\/040\/22\/pdf\/g2404022.pdf?token=cdWRgmjVT2kIh0yIAj&amp;fe=true\" target=\"_blank\" rel=\"noreferrer noopener\">A\/HRC\/56\/32<\/a>) soumis lors de la pr\u00e9sente session (56<sup>th<\/sup>) du Conseil des droits de l'homme des Nations unies (CDH).<\/p>\n\n\n\n<p><\/p>\n\n\n\n<p><\/p>\n\n\n\n<p>Le rapport examine les d\u00e9fis et les possibilit\u00e9s de renforcer la capacit\u00e9 des gouvernements locaux et r\u00e9gionaux (GLR) \u00e0 int\u00e9grer les droits de l'homme dans leur travail et \u00e0 renforcer l'engagement des GLR avec les m\u00e9canismes des droits de l'homme de l'ONU.<\/p>\n\n\n\n<p><\/p>\n\n\n\n<p><\/p>\n\n\n\n<p>Le rapport formule des recommandations \u00e0 l'intention de plusieurs parties prenantes :<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Gouvernements nationaux (y compris la mise \u00e0 disposition de ressources financi\u00e8res et de capacit\u00e9s techniques pour que les GRL puissent assumer leurs responsabilit\u00e9s en mati\u00e8re de droits de l'homme ; l'inclusion des GRL dans les m\u00e9canismes nationaux de mise en \u0153uvre, de rapport et de suivi des droits de l'homme (MNIRF), ainsi que dans le processus d'examen universel, les visites des proc\u00e9dures sp\u00e9ciales et les examens des organes de trait\u00e9s).<\/li>\n\n\n\n<li>LRG (y compris la n\u00e9cessit\u00e9 d'institutionnaliser les droits de l'homme au sein de l'administration locale\/r\u00e9gionale ; de renforcer leur participation aux processus d'examen international de l'\u00c9tat ; de d\u00e9velopper des indicateurs et de collecter des donn\u00e9es sur la situation des droits de l'homme au niveau local\/r\u00e9gional).<\/li>\n\n\n\n<li>le CDH (qui pourrait demander au HCDH de fournir un rapport annuel sur les bonnes pratiques et les d\u00e9fis rencontr\u00e9s par les GRL dans la mise en \u0153uvre des droits de l'homme et qui devrait envisager d'\u00e9tablir un m\u00e9canisme de discussion pour s'engager avec les GRL).<\/li>\n<\/ul>\n\n\n\n<p><\/p>\n\n\n\n<p>La GCH a eu l'occasion de fournir\u00a0<a href=\"https:\/\/www.ohchr.org\/en\/calls-for-input\/2023\/call-inputs-human-rights-council-resolution-5112-local-government-and-human\" target=\"_blank\" rel=\"noreferrer noopener\">contribution au rapport<\/a>\u00a0et elle se r\u00e9jouit de voir toutes ses suggestions refl\u00e9t\u00e9es dans le rapport, en particulier son appel \u00e0 cr\u00e9er un nouveau statut pour les GLR aux Nations unies, afin qu'ils puissent \u00eatre accr\u00e9dit\u00e9s et participer aux r\u00e9unions des Nations unies en leur propre capacit\u00e9, et \u00e0 \u00e9tablir un nouveau Forum du CDH sur les collectivit\u00e9s locales, pour faciliter l'\u00e9change de vues et de pratiques entre les maires et les administrations centrales des \u00c9tats.<\/p>\n\n\n\n<p><\/p>\n\n\n\n<p><\/p>\n\n\n\n<p>La GCH restera engag\u00e9e sur cette question au sein du CDH, notamment parce que la prochaine r\u00e9solution sur les gouvernements locaux et les droits de l'homme devrait \u00eatre discut\u00e9e au
