Si les \u00c9tats membres jouent un r\u00f4le primordial dans l'\u00e9laboration des r\u00e8gles, des normes et de leur mise en \u0153uvre, il est imp\u00e9ratif de reconna\u00eetre qu'ils ne peuvent pas les mettre en \u0153uvre seuls. La contribution substantielle des groupes r\u00e9gionaux de liaison pour relever ce d\u00e9fi mondial est absolument cruciale !<\/p>\n\n\n\n<p>Plusieurs processus multilat\u00e9raux en cours reconnaissent l'impact de la pollution. Des n\u00e9gociations sont notamment en cours sur un nouveau trait\u00e9 relatif \u00e0 la pollution par les mati\u00e8res plastiques (<a href=\"https:\/\/globalcitieshub.org\/fr\/lrgs-should-engage-ahead-of-negotiations-in-ottawa-to-influence-future-plastic-pollution-treaty\/\">INC4 - \u00e0 partir du 23 avril \u00e0 Ottawa),<\/a>&nbsp;parall\u00e8lement aux d\u00e9bats intergouvernementaux li\u00e9s aux conventions dans le cadre de diff\u00e9rentes conf\u00e9rences des parties (COP) sur la biodiversit\u00e9, les d\u00e9chets et le changement climatique. Des instruments plus souples, tels que des r\u00e9solutions, compl\u00e8tent \u00e9galement ce travail au niveau international.<\/p>\n\n\n\n<figure class=\"wp-block-image\"><img fetchpriority=\"high\" decoding=\"async\" width=\"300\" height=\"225\" src=\"https:\/\/globalcitieshub.org\/wp-content\/uploads\/2024\/04\/Zero-polution-day-picture-300x225.jpg\" alt=\"\" class=\"wp-image-19571\"\/><\/figure>\n\n\n\n<p>Ces processus multilat\u00e9raux servent \u00e0 sensibiliser ou \u00e0 fournir des cadres pour n\u00e9gocier de nouveaux trait\u00e9s, protocoles ou accords dans le cadre de la convention principale. Toutefois, ces forums n'impliquent que les gouvernements centraux et ne reconnaissent souvent pas de mani\u00e8re ad\u00e9quate le r\u00f4le des GRL. Des instruments encore plus souples sont n\u00e9s dans le cadre de processus diplomatiques tels que l'Assembl\u00e9e des Nations unies pour l'environnement&nbsp;<a href=\"https:\/\/globalcitieshub.org\/fr\/from-unea-6-gch-addresses-critical-issues-for-lrgs\/\">(UNEA)<\/a>-Les conventions sur la pollution de l'air et d'autres formes de pollution ne reconnaissent souvent pas de mani\u00e8re ad\u00e9quate le r\u00f4le des GRL.<\/p>\n\n\n\n<p>Bien qu'ils reconnaissent le besoin critique de coop\u00e9ration avec les GRL, les \u00c9tats h\u00e9sitent souvent \u00e0 inclure des r\u00e9f\u00e9rences \u00e0 ces derniers dans les documents juridiques.
