{"id":19371,"date":"2024-02-15T19:12:50","date_gmt":"2024-02-15T18:12:50","guid":{"rendered":"https:\/\/globalcitieshub.org\/?p=19371"},"modified":"2024-02-29T17:49:44","modified_gmt":"2024-02-29T16:49:44","slug":"lrgs-should-engage-ahead-of-negotiations-in-ottawa-to-influence-future-plastic-pollution-treaty","status":"publish","type":"post","link":"https:\/\/globalcitieshub.org\/fr\/lrgs-should-engage-ahead-of-negotiations-in-ottawa-to-influence-future-plastic-pollution-treaty\/","title":{"rendered":"Les GRL devraient s'engager avant les n\u00e9gociations \u00e0 Ottawa pour influencer le futur trait\u00e9 sur la pollution plastique."},"content":{"rendered":"<p>Le 15 f\u00e9vrier, le Global Cities Hub a organis\u00e9 un webinaire d'information pour informer les gouvernements locaux et r\u00e9gionaux (LRG) sur le prochain cycle de n\u00e9gociation (<a href=\"https:\/\/www.unep.org\/inc-plastic-pollution\/session-4\">4<sup>th<\/sup> session du Comit\u00e9 de n\u00e9gociation intergouvernemental<\/a>(INC-4) sur le nouveau trait\u00e9 de l'ONU sur la pollution plastique qui aura lieu \u00e0 Ottawa, au Canada (23-28 avril 2024).<\/p>\n\n\n\n<p>Avec l'\u00c9quateur (pr\u00e9sident des CNI-4 et CNI-5, ainsi qu'\u00c9tat n\u00e9gociateur), l'Assembl\u00e9e g\u00e9n\u00e9rale des Nations unies a adopt\u00e9 un plan d'action pour la mise en \u0153uvre de l'accord. <a href=\"https:\/\/www.genevaenvironmentnetwork.org\/\" target=\"_blank\" rel=\"noreferrer noopener\">Geneva Environment Network<\/a> et <a href=\"https:\/\/iclei.org\/\" target=\"_blank\" rel=\"noreferrer noopener\">ICLEI<\/a>En ce qui concerne le trait\u00e9 de Lisbonne, la Conf\u00e9rence g\u00e9n\u00e9rale a \u00e9voqu\u00e9 les moyens dont disposent les GRL pour prendre part au processus et influencer les \u00c9tats, qui m\u00e8nent les n\u00e9gociations aux Nations unies. En fin de compte, les GRL devront mettre en \u0153uvre le trait\u00e9. Participer aux n\u00e9gociations internationales ne peut donc qu'assurer une meilleure mise en \u0153uvre sur le terrain ! &nbsp;<\/p>\n\n\n\n<p>Si les GRL ne peuvent pas obtenir d'accr\u00e9ditation en leur nom propre pour participer \u00e0 la prochaine CNI-4, ils peuvent toutefois prendre part au processus par l'interm\u00e9diaire de leurs d\u00e9l\u00e9gations nationales, de r\u00e9seaux de villes ou d'universit\u00e9s publiques, qui b\u00e9n\u00e9ficient d'un statut d'observateur. Plus important encore, les GRL devraient faire entendre leur voix avant les n\u00e9gociations afin de les influencer. Une fa\u00e7on efficace de le faire est de rejoindre la coalition des GLR envisag\u00e9e par ICLEI, GCH et d'autres partenaires (plus d'informations suivront, restez \u00e0 l'\u00e9coute !).<\/p>\n\n\n\n<p>Alors que le <a href=\"https:\/\/wedocs.unep.org\/bitstream\/handle\/20.500.11822\/44526\/RevisedZeroDraftText.pdf\">projet actuel de trait\u00e9 sur la pollution plastique<\/a> La proposition de la Commission comprend certaines r\u00e9f\u00e9rences et formulations pertinentes, mais elle est loin d'\u00eatre satisfaisante, de l'avis de la GCH et de l'ICLEI.
