Un nouveau statut pour les GRL au sein des Nations unies est n\u00e9cessaire."},"content":{"rendered":"<p>Le 28 ao\u00fbt 2023, le Geneva Cities Hub a particip\u00e9 \u00e0 l'assembl\u00e9e g\u00e9n\u00e9rale de l'Union europ\u00e9enne.&nbsp;<a href=\"https:\/\/www.ohchr.org\/en\/events\/meetings\/2023\/expert-meeting-enhancing-capacity-building-local-governments-incorporate-human\" target=\"_blank\" rel=\"noreferrer noopener\">R\u00e9union d'experts du HCDH<\/a>&nbsp;sur le th\u00e8me \"Renforcer les capacit\u00e9s des collectivit\u00e9s locales \u00e0 int\u00e9grer les droits de l'homme dans toutes leurs activit\u00e9s\", organis\u00e9e conform\u00e9ment \u00e0 la directive sur les droits de l'homme.&nbsp;<a href=\"https:\/\/documents-dds-ny.un.org\/doc\/UNDOC\/GEN\/G22\/524\/14\/PDF\/G2252414.pdf?OpenElement\" target=\"_blank\" rel=\"noreferrer noopener\">R\u00e9solution 51\/12 du Conseil des droits de l'homme<\/a>. Le GCH a appel\u00e9 les \u00c9tats \u00e0 \u00e9tablir un nouveau statut pour les GRL aux Nations unies, afin de faciliter leur engagement dans le syst\u00e8me des droits de l'homme des Nations unies.<\/p>\n\n\n\n<p>La r\u00e9union a \u00e9t\u00e9 l'occasion d'entendre des repr\u00e9sentants de collectivit\u00e9s locales et r\u00e9gionales (district d'Afadzato - Ghana, Bogota-Colombie et Canelones - Uruguay) expliquer leur rapport aux droits de l'homme et ce qu'ils font pour les mettre en \u0153uvre sur leurs territoires respectifs. Le renforcement des capacit\u00e9s est clairement n\u00e9cessaire pour garantir la coh\u00e9rence des politiques \u00e0 tous les niveaux de gouvernement, pour que les gouvernements locaux et r\u00e9gionaux aient une meilleure compr\u00e9hension des droits de l'homme et l'expertise n\u00e9cessaire pour assumer leurs responsabilit\u00e9s dans un large \u00e9ventail de domaines (logement, eau et assainissement, lutte contre la discrimination, \u00e9ducation, sant\u00e9, droit de manifester pacifiquement, etc.)<\/p>\n\n\n\n<p>Si le renforcement des capacit\u00e9s des GRL est n\u00e9cessaire, il n'est pas suffisant. Il est \u00e9galement n\u00e9cessaire de multiplier les points d'entr\u00e9e dans les syst\u00e8mes de droits de l'homme de l'ONU afin d'impliquer pleinement les GRL et de faciliter leur contribution aux m\u00e9canismes internationaux tels que l'examen p\u00e9riodique universel, les proc\u00e9dures sp\u00e9ciales, les organes de trait\u00e9s, mais aussi aux m\u00e9canismes nationaux tels que la Commission des droits de l'homme de l'Union europ\u00e9enne.&nbsp;<a href=\"https:\/\/www.ohchr.org\/en\/treaty-bodies\/national-mechanisms-implementation-reporting-and-follow\" target=\"_blank\" rel=\"noreferrer noopener\">NMIRFs<\/a>. De pr\u00e9cieuses recommandations concr\u00e8tes (participation des GRL aux examens des organes de trait\u00e9s des \u00c9tats ou aux missions des rapporteurs sp\u00e9ciaux dans les pays) ont \u00e9t\u00e9 formul\u00e9es par le commissaire adjoint aux droits de l'homme de la ville de New York et par Miloon Kothari, ancien rapporteur sp\u00e9cial des Nations unies sur le droit au logement.<\/p>\n\n\n\n<p>En outre, afin d'engager les GRL de mani\u00e8re plus durable et plus efficace, la GCH a pr\u00e9sent\u00e9 la proposition audacieuse de cr\u00e9er un nouveau statut pour les GRL \u00e0 l'ONU, afin qu'ils puissent participer aux r\u00e9unions de l'ONU avec leur propre voix. Un statut similaire \u00e0 celui des ONG de l'ECOSOC, mais toutefois diff\u00e9rent, \u00e9tant donn\u00e9 la nature distincte des GRL. Les GRL n'appartiennent pas \u00e0 la soci\u00e9t\u00e9 civile.
