{"id":18667,"date":"2023-06-30T13:45:00","date_gmt":"2023-06-30T11:45:00","guid":{"rendered":"https:\/\/www.genevacitieshub.org\/?p=18667"},"modified":"2023-07-04T13:59:05","modified_gmt":"2023-07-04T11:59:05","slug":"the-who-universal-health-and-preparedness-review-should-include-local-and-regional-governments","status":"publish","type":"post","link":"https:\/\/globalcitieshub.org\/fr\/the-who-universal-health-and-preparedness-review-should-include-local-and-regional-governments\/","title":{"rendered":"L'examen de la sant\u00e9 et de la pr\u00e9paration universelles de l'OMS devrait inclure les collectivit\u00e9s locales et r\u00e9gionales."},"content":{"rendered":"<p>Le 30 juin, le Geneva Cities Hub a soumis sa contribution \u00e0 la conf\u00e9rence de l'Union europ\u00e9enne. <a href=\"https:\/\/www.genevacitieshub.org\/en\/world-health-organization-who\/\">Organisation mondiale de la sant\u00e9 (OMS),<\/a> en ce qui concerne la mise en place d'un nouveau m\u00e9canisme, la <a href=\"https:\/\/www.who.int\/emergencies\/operations\/universal-health---preparedness-review\" target=\"_blank\" rel=\"noreferrer noopener\">Examen universel de la sant\u00e9 et de la pr\u00e9paration (UHPR).<\/a><\/p>\n\n\n\n<p>L'EPU est un nouveau m\u00e9canisme par lequel les pays acceptent de proc\u00e9der \u00e0 un examen volontaire, r\u00e9gulier et transparent de leurs capacit\u00e9s nationales globales en mati\u00e8re de sant\u00e9 et de pr\u00e9paration, et s'engagent \u00e0 renforcer rapidement la pr\u00e9paration et la r\u00e9ponse aux urgences sanitaires. Il s'agit d'un processus intergouvernemental dirig\u00e9 par les \u00c9tats membres de l'OMS qui porte ces questions au plus haut niveau de l'\u00c9tat. L'EPUH fait partie de la proposition de l'OMS visant \u00e0 renforcer l'architecture mondiale de pr\u00e9paration, de r\u00e9ponse et de r\u00e9silience aux urgences sanitaires, sur la base des principes d'\u00e9quit\u00e9, d'inclusivit\u00e9 et de coh\u00e9rence. <\/p>\n\n\n\n<p>De la m\u00eame mani\u00e8re que le GCH promeut la participation des collectivit\u00e9s locales et r\u00e9gionales \u00e0 l'examen p\u00e9riodique universel du Conseil des droits de l'homme des Nations unies (voir <a href=\"https:\/\/www.genevacitieshub.org\/en\/the-coalition-for-local-and-regional-governments-in-upr-publishes-upr-tips-for-lrgs\/\">\"Conseils pour les GRL dans le cadre de l'EPU\".<\/a>), le GCH appelle le Secr\u00e9tariat de l'OMS et les \u00c9tats \u00e0 veiller \u00e0 ce que le principe de l'ensemble du gouvernement n'inclue pas seulement tous les minist\u00e8res concern\u00e9s dans la RPUH, mais aussi les diff\u00e9rents niveaux de gouvernement d'un pays donn\u00e9. En effet, le GCH estime que les gouvernements locaux sont des acteurs essentiels lorsqu'il s'agit d'am\u00e9liorer et de renforcer les capacit\u00e9s de pr\u00e9paration aux urgences sanitaires et qu'ils devraient \u00eatre inclus. Le GCH encourage donc les \u00c9tats \u00e0 impliquer d'abord et avant tout les GRL dans la phase d'examen national et \u00e0 permettre leur participation \u00e0 la phase d'examen mondial par les pairs.<\/p>\n\n\n\n<p>Concr\u00e8tement, le GCH encourage les \u00c9tats \u00e0 consulter les GLR dans le cadre du processus de consultation national relatif \u00e0 la r\u00e9daction du rapport national, \u00e0 les inclure dans la d\u00e9l\u00e9gation nationale pr\u00e9sentant le rapport au niveau international et \u00e0 consulter les GLR sur les r\u00e9sultats et le suivi de l'EPUH.
