Gr\u00e2ce au travail des agences et organisations internationales et \u00e0 la compr\u00e9hension croissante par les \u00c9tats de l'importance de les inclure, trois r\u00e9solutions importantes mentionnent le r\u00f4le et les activit\u00e9s des GLR en lien avec la mise en \u0153uvre des ODD et de l'Agenda 2030. Le Haut-Commissariat des Nations unies aux droits de l'homme (HCDH), \u00e0 qui il est demand\u00e9 d'agir ou de faciliter la mise en \u0153uvre de ces textes (voir ci-dessous), a l'obligation de consulter les GRL du monde entier et d'interagir avec eux, cr\u00e9ant ainsi de nouvelles possibilit\u00e9s de contribuer \u00e0 ces r\u00e9solutions et d'en fa\u00e7onner l'impact. Dans le cadre de son mandat, le HCDH peut mener des consultations directes en publiant un \"appel \u00e0 contributions\" sur son site web ou par l'interm\u00e9diaire des r\u00e9seaux des GRL :<\/p>\n\n\n\n<ol class=\"wp-block-list\" type=\"1\">\n<li><strong>Rapport sur le r\u00f4le de la prestation de services publics, en consultant les gouvernements locaux.<\/strong> Aux termes des paragraphes 10 et 11 du dispositif de la r\u00e9solution <a href=\"https:\/\/documents-dds-ny.un.org\/doc\/UNDOC\/LTD\/G23\/055\/78\/PDF\/G2305578.pdf?OpenElement\" target=\"_blank\" rel=\"noreferrer noopener\">A\/HRC\/52\/L.6<\/a>Le Conseil des droits de l'homme le demande :<\/li>\n<\/ol>\n\n\n\n<p>(...) au HCDH de pr\u00e9parer un rapport sur le r\u00f4le de la prestation de services publics dans la promotion et la protection des droits de l'homme et dans la r\u00e9alisation des ODD, y compris en ce qui concerne la protection des personnes en situation de vuln\u00e9rabilit\u00e9, qui refl\u00e8te les meilleures pratiques, les d\u00e9fis et les recommandations pour aider les gouvernements nationaux \u00e0 fournir un service public transparent, responsable et efficace, et de soumettre le rapport ; lors de la pr\u00e9paration du rapport susmentionn\u00e9, le HCDH devrait chercher \u00e0 obtenir des contributions entre autres. <strong>des gouvernements locaux<\/strong>, (...)\"<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Une table ronde sera organis\u00e9e en mars 2024 sur la r\u00e9alisation des droits \u00e9conomiques, sociaux et culturels, ouverte aux autorit\u00e9s locales.<\/strong> (voir point 27 du dispositif de la <a href=\"https:\/\/documents-dds-ny.un.org\/doc\/UNDOC\/LTD\/G23\/056\/37\/PDF\/G2305637.pdf?OpenElement\" target=\"_blank\" rel=\"noreferrer noopener\">A\/HRC\/52\/L.11<\/a> ) Le Conseil des droits de l'homme demande ici :<\/li>\n<\/ul>\n\n\n\n<p><em>\".... <\/em>le Haut-Commissaire des Nations Unies aux droits de l'homme d'organiser \u00e0 sa cinquante-cinqui\u00e8me session une table ronde, accessible aux personnes handicap\u00e9es et ouverte \u00e0 la participation des \u00c9tats, des autorit\u00e9s locales, des organes conventionnels comp\u00e9tents et des proc\u00e9dures sp\u00e9ciales du Conseil des droits de l'homme, des milieux universitaires, de la soci\u00e9t\u00e9 civile et d'autres parties prenantes concern\u00e9es, sur les d\u00e9fis et les bonnes pratiques visant \u00e0 renforcer la r\u00e9alisation du droit \u00e0 la s\u00e9curit\u00e9 sociale et \u00e0 \u00e9laborer, financer et mettre en \u0153uvre des politiques publiques et des services publics de qualit\u00e9 en tant qu'outils essentiels pour la r\u00e9alisation des droits \u00e9conomiques, sociaux et culturels ;\".<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Trois r\u00e9unions intersessions d'une journ\u00e9e enti\u00e8re pour le dialogue et la coop\u00e9ration sur les droits de l'homme et l'Agenda 2030 pour le d\u00e9veloppement durable. <\/strong>(voir le paragraphe 1 du dispositif de la <a href=\"https:\/\/documents-dds-ny.un.org\/doc\/UNDOC\/LTD\/G23\/056\/64\/PDF\/G2305664.pdf?OpenElement\" target=\"_blank\" rel=\"noreferrer noopener\">A\/HRC\/52\/L.20<\/a>) Ici, le Conseil des droits de l'homme d\u00e9cide de :<\/li>\n<\/ul>\n\n\n\n<p>\" .... organiser trois r\u00e9unions intersessions d'une journ\u00e9e enti\u00e8re pour le dialogue et la coop\u00e9ration sur les droits de l'homme et le Programme de d\u00e9veloppement durable \u00e0 l'horizon 2030, qui offriront un espace aux \u00c9tats, aux m\u00e9canismes des droits de l'homme pertinents des Nations Unies et r\u00e9gionaux, aux agences, fonds et programmes des Nations Unies, aux institutions nationales des droits de l'homme, aux gouvernements locaux et r\u00e9gionaux et aux organisations de la soci\u00e9t\u00e9 civile pour partager volontairement les bonnes pratiques, les r\u00e9alisations, les d\u00e9fis et les enseignements tir\u00e9s concernant les approches int\u00e9gr\u00e9es et sensibles au genre dans la promotion et la protection des droits de l'homme et la mise en \u0153uvre du Programme \u00e0 l'horizon 2030 ; \"<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Examen p\u00e9riodique universel des \u00c9tats et des GRL<\/strong><\/li>\n<\/ul>\n\n\n\n<p>Outre les demandes sp\u00e9cifiques formul\u00e9es dans les r\u00e9solutions, le Conseil des droits de l'homme encourage \u00e9galement la participation des gouvernements locaux et r\u00e9gionaux au processus d'examen p\u00e9riodique universel. Lors du cycle d'examen p\u00e9riodique universel qui vient de s'achever, le HCDH et d'autres agences des Nations unies (telles que l'ONU-Habitat) ont encourag\u00e9 la Tunisie, l'\u00c9quateur, la Finlande, l'Inde, les Philippines et d'autres pays \u00e0 inclure leurs collectivit\u00e9s locales et r\u00e9gionales dans leur pr\u00e9paration \u00e0 l'examen p\u00e9riodique universel.
