Les membres ont convenu qu'un nouvel instrument international sur la pr\u00e9vention des pand\u00e9mies devrait \u00eatre juridiquement contraignant. L'OIN vise \u00e0 assurer une meilleure pr\u00e9paration et une r\u00e9ponse plus \u00e9quitable aux futures pand\u00e9mies. Il se r\u00e9unira \u00e0 nouveau en d\u00e9cembre 2022 et pr\u00e9sentera un rapport d'activit\u00e9 \u00e0 l'Assembl\u00e9e mondiale de la sant\u00e9 en mai 2023. Les membres de l'INB travaillent \u00e0 la conclusion de cet accord d'ici mai 2024. GCH suit le processus de pr\u00e8s et continue de servir de plateforme pour faire conna\u00eetre les positions et les int\u00e9r\u00eats des gouvernements locaux et r\u00e9gionaux (GLR) et les faire appara\u00eetre dans l'accord final.<\/p>\n\n\n\n<p>Le premier projet parle d\u00e9j\u00e0 du r\u00f4le des gouvernements locaux. Nous pensons que nous pouvons aller plus loin. <\/p>\n\n\n\n<p>La RPP doit \u00eatre int\u00e9gr\u00e9e de mani\u00e8re syst\u00e9matique dans les approches de redressement de l'ensemble du gouvernement et de la soci\u00e9t\u00e9 et ainsi briser le cycle de \"panique et n\u00e9gligence\". \"Les mesures visant \u00e0 d\u00e9l\u00e9guer l'autorit\u00e9 aux gouvernements locaux pendant les pand\u00e9mies, conform\u00e9ment au contexte du pays, devraient \u00eatre prises en compte\" lors de l'\u00e9laboration de mesures l\u00e9gislatives, administratives et techniques internationales, r\u00e9gionales ou nationales pour la PPR. GCH plaide pour que les maires, en tant que dirigeants les plus proches des communaut\u00e9s, jouent un r\u00f4le crucial lors de la mise en \u0153uvre de \"mesures visant \u00e0 promouvoir et \u00e0 renforcer l'engagement\/la participation des communaut\u00e9s dans tous les \u00e9l\u00e9ments de la RPP afin de garantir leur appropriation et leur contribution \u00e0 la pr\u00e9paration et \u00e0 la r\u00e9silience nationales, y compris les mesures de sant\u00e9 publique et sociales.\"<\/p>\n\n\n\n<p>Covid-19 nous a rappel\u00e9 \u00e0 tous que la menace des pand\u00e9mies est une r\u00e9alit\u00e9 avec de graves cons\u00e9quences sanitaires, sociales, \u00e9conomiques et politiques potentielles, qui frappent le plus souvent les collectivit\u00e9s locales et r\u00e9gionales. Le document reconna\u00eet l'importance \"d'engager tous les acteurs concern\u00e9s dans la conception, le d\u00e9veloppement et la mise en \u0153uvre d'un syst\u00e8me global d'acc\u00e8s et de partage des avantages\". Par cons\u00e9quent, nous saluons l'approche multipartite de l'OMS et veillons \u00e0 ce que les pr\u00e9cieuses exp\u00e9riences des maires et des responsables municipaux soient int\u00e9gr\u00e9es dans le processus d\u00e9cisionnel.<\/p>\n\n\n\n<p>Le travail de l'INB vise \u00e0 assurer une meilleure pr\u00e9paration et une r\u00e9ponse \u00e9quitable aux futures pand\u00e9mies, et \u00e0 faire progresser les principes d'\u00e9quit\u00e9, de solidarit\u00e9 et de sant\u00e9 pour tous. La plupart des gens consid\u00e8rent que la question cl\u00e9, en fin de compte, est de savoir si les pays veulent d\u00e9l\u00e9guer des pouvoirs \u00e0 l'OMS pour enqu\u00eater sur les sources des \u00e9pid\u00e9mies.
