L'objectif de cette <a href=\"https:\/\/www.genevacitieshub.org\/wp-content\/uploads\/2021\/07\/E_C_12_69_R_2_AEV.docx\">observation g\u00e9n\u00e9rale<\/a> (OG) est de clarifier les obligations sp\u00e9cifiques des \u00c9tats parties concernant les terres et la gouvernance des r\u00e9gimes fonciers en vertu du Pacte international relatif aux droits \u00e9conomiques, sociaux et culturels. <\/p>\n\n\n\n<p>Comme le Comit\u00e9 a invit\u00e9 les personnes et organisations int\u00e9ress\u00e9es, y compris les Etats, les institutions nationales des droits de l'homme, les organisations de la soci\u00e9t\u00e9 civile, les universitaires, les organisations internationales et r\u00e9gionales et les experts, \u00e0 faire une contribution \u00e9crite au projet d'OG, le Geneva Cities Hub et la Geneva Human Rights Platform, avec le soutien et en coop\u00e9ration avec ONU-Habitat, ont organis\u00e9 deux sessions de brainstorming respectivement le 11 mai et le 9 juillet.<\/p>\n\n\n\n<p><br>Ces \u00e9v\u00e9nements en ligne, co-organis\u00e9s par la <a href=\"https:\/\/www.geneva-academy.ch\/geneva-humanrights-platform\">Plateforme de Gen\u00e8ve sur les Droits Humains<\/a>, <a href=\"https:\/\/unhabitat.org\/\">ONU-Habitat<\/a>, l' <a href=\"https:\/\/gltn.net\/\">Global Land Tool Network<\/a>, le Geneva Cities Hub, le <a href=\"https:\/\/www.hic-net.org\/fr\/\">Coalition Internationale de l'Habitat<\/a> - s'appuient sur les \u00e9changes ant\u00e9rieurs entre les organisateurs et les rapporteurs du projet de CG.<\/p>\n\n\n\n<p><br>\"Le projet d'OG reconna\u00eet la relation importante et complexe entre la terre et les droits de l'homme. Il propose des orientations plus g\u00e9n\u00e9rales et holistiques pour les politiques dans ce domaine que celles qui \u00e9taient disponibles auparavant. Par cons\u00e9quent, lorsqu'il sera adopt\u00e9, le projet d'observation g\u00e9n\u00e9rale est susceptible d'influencer la politique et la loi sur la gouvernance et la gestion des terres dans de nombreux \u00c9tats\", a not\u00e9 Robert Lewis-Lettington, chef de la section Terre, logement et abri du Service des pratiques urbaines d'ONU-Habitat.<\/p>\n\n\n\n<p><br>\"Notre intention est de stimuler la discussion et les multiples contributions \u00e0 la finalisation du projet par le CESCR, car il est toujours possible de l'am\u00e9liorer\", a ajout\u00e9 Kamelia Kemileva, co-mod\u00e9ratrice des \u00e9v\u00e9nements et co-directrice du Geneva Cities Hub.<\/p>\n\n\n\n<p><br>D\u00e9veloppant les domaines identifi\u00e9s lors de la premi\u00e8re discussion, le d\u00e9bat s'est concentr\u00e9 notamment, mais pas exclusivement, sur les domaines suivants :<\/p>\n\n\n\n<p><br>- Droits des femmes \u00e0 la terre et \u00e0 l'h\u00e9ritage<br>- Evictions et d\u00e9placements<br>- Impacts des investissements internationaux, y compris l'accaparement de terres et les d\u00e9placements de populations<br>- Droits fonciers dans les zones urbaines ; justice spatiale et droits fonciers<br>- Exemples de l\u00e9gislations et de politiques nationales<br>- Les terrains urbains et les politiques connexes des gouvernements locaux.<\/p>","protected":false},"excerpt":{"rendered":"<p>Le Comit\u00e9 des droits \u00e9conomiques, sociaux et culturels (CESCR) des Nations Unies \u00e9labore actuellement une observation g\u00e9n\u00e9rale sur la terre et les droits \u00e9conomiques, sociaux et culturels (DESC).
