Le syst\u00e8me multilat\u00e9ral de l\u2019ONU a \u00e9t\u00e9 mis en place par les Etats, pour les \u00c9tats. Le GCH estime qu'il serait plus efficace s'il \u00e9tait plus inclusif \u00e0 l\u2019\u00e9gard des gouvernements locaux et r\u00e9gionaux, qui sont au plus proches des personnes qu'ils servent. C'est pourquoi le GCH soutient les foras multilat\u00e9raux, tels que le Forum des maires de l\u2019ONU, qui promeuvent un multilat\u00e9ralisme inclusif et renforcent la voix, le r\u00f4le et l'influence des gouvernements locaux et r\u00e9gionaux au niveau
