{"id":28899,"date":"2026-07-16T13:02:37","date_gmt":"2026-07-16T11:02:37","guid":{"rendered":"https:\/\/globalcitieshub.org\/?p=28899"},"modified":"2026-09-01T13:02:56","modified_gmt":"2026-09-01T11:02:56","slug":"we-need-to-accelerate-the-implementation-of-the-new-urban-agenda","status":"publish","type":"post","link":"https:\/\/globalcitieshub.org\/es\/we-need-to-accelerate-the-implementation-of-the-new-urban-agenda\/","title":{"rendered":"\u00a1Tenemos que acelerar la puesta en marcha de la Nueva Agenda Urbana!"},"content":{"rendered":"<p class=\"wp-block-paragraph\">El pasado mes de julio, en Nueva York, el Global Cities Hub particip\u00f3 en el <strong>Reuni\u00f3n de alto nivel de la ONU sobre el<\/strong> <a href=\"https:\/\/habitat3.org\/the-new-urban-agenda\/\"><strong>Nueva Agenda Urbana (NUA)<\/strong><\/a>, que se celebrar\u00e1 los d\u00edas 16 y 17 de julio de 2026. Al reconocer la urbanizaci\u00f3n como una de las tendencias m\u00e1s transformadoras de nuestro siglo, la NUA representa una visi\u00f3n compartida para un futuro m\u00e1s sostenible. Cuando se planifica y gestiona adecuadamente, la urbanizaci\u00f3n puede ser un potente motor del desarrollo sostenible para los pa\u00edses de todo el mundo.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Convocada por el presidente de la Asamblea General de las Naciones Unidas y basada en el <a href=\"https:\/\/unhabitat.org\/sites\/default\/files\/2026\/04\/2603872e.pdf\">Informe de 2026 del Secretario General sobre los avances en la aplicaci\u00f3n de la NUA<\/a>, la Reuni\u00f3n de Alto Nivel de las Naciones Unidas brind\u00f3 la oportunidad de identificar buenas pr\u00e1cticas, carencias y retos, al tiempo que se aceleraban las medidas encaminadas a la plena aplicaci\u00f3n de la Agenda de las Naciones Unidas para las Ciudades Sostenibles (NUA) de aqu\u00ed a 2036. Numerosos ministros abordaron las v\u00edas hacia la urbanizaci\u00f3n sostenible en sus respectivos pa\u00edses. Los debates se centraron especialmente en la vivienda urbana; la necesidad de un enfoque equilibrado e integrado de las dimensiones sociales, econ\u00f3micas y medioambientales del desarrollo urbano sostenible; y los crecientes retos que plantean el cambio clim\u00e1tico y los fen\u00f3menos meteorol\u00f3gicos extremos.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">En esta reuni\u00f3n, <strong>Los Estados aprobaron un documento importante para los gobiernos locales y regionales (GLR): un<\/strong> <a href=\"https:\/\/docs.un.org\/en\/A\/80\/L.89\"><strong>Declaraci\u00f3n pol\u00edtica<\/strong><\/a> renovando su compromiso con la aplicaci\u00f3n de la Agenda Urbana Nacional (AUN) y instando a que se aceleren las medidas al respecto. Aunque la Declaraci\u00f3n no es jur\u00eddicamente vinculante, su principal valor radica en el reconocimiento del papel que desempe\u00f1an los gobiernos locales y regionales (GLR) en la aplicaci\u00f3n de la AUN y en la localizaci\u00f3n de los Objetivos de Desarrollo Sostenible (ODS). Asimismo, contiene varias disposiciones de relevancia directa para los gobiernos locales y regionales. Reconoce, por ejemplo, la importancia de dotar a los gobiernos locales y regionales de mandatos, recursos y capacidades adecuados para aplicar el desarrollo urbano sostenible (apartado 17), y hace especial hincapi\u00e9 en garantizar que los recursos financieros lleguen al nivel subnacional (apartados 34-35 y 40). Asimismo, reconoce formalmente la importancia de los alcaldes y de los sistemas de gobernanza multinivel en la localizaci\u00f3n de los ODS en varios p\u00e1rrafos (\u00a736-37, \u00a739, \u00a741 y \u00a754).<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">En t\u00e9rminos m\u00e1s generales, la Declaraci\u00f3n Pol\u00edtica merece una atenci\u00f3n especial por parte de los gobiernos locales y regionales. Representa un compromiso renovado de los gobiernos nacionales con el impulso de la Agenda Urbana de Nueva York y constituye una base importante para que los gobiernos locales y regionales colaboren con sus gobiernos centrales en cuestiones relacionadas con la urbanizaci\u00f3n. Por lo tanto, los compromisos nacionales que en ella se recogen pueden servir como punto de referencia \u00fatil para promover una cooperaci\u00f3n multinivel m\u00e1s s\u00f3lida, la dotaci\u00f3n de recursos adecuados y una aplicaci\u00f3n efectiva a nivel local.<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<p class=\"wp-block-paragraph\">Los debates de la NUA tambi\u00e9n se relacionaron con los resultados del Foro Pol\u00edtico de Alto Nivel de las Naciones Unidas sobre el Desarrollo Sostenible. Justo un d\u00eda antes de la aprobaci\u00f3n de la Declaraci\u00f3n Pol\u00edtica, los Estados miembros de la ONU aprobaron un <a href=\"https:\/\/documents.un.org\/symbol-explorer?s=E\/2026\/L.16&amp;i=E\/2026\/L.16_1784099089676\">Declaraci\u00f3n ministerial con la que se clausura el Foro Pol\u00edtico de Alto Nivel<\/a>. Reviste especial importancia la secci\u00f3n dedicada al Objetivo de Desarrollo Sostenible n.\u00ba 11 (<em>Hacer que las ciudades y los asentamientos humanos sean inclusivos, seguros, resistentes y sostenibles<\/em>), que destaca la asequibilidad de la vivienda como uno de los principales retos mundiales. Hasta 3 000 millones de personas en todo el mundo tienen dificultades para permitirse un lugar donde vivir, mientras que 1 120 millones viven en asentamientos informales sin acceso a los servicios b\u00e1sicos.
