{"id":28611,"date":"2026-06-26T10:20:53","date_gmt":"2026-06-26T08:20:53","guid":{"rendered":"https:\/\/globalcitieshub.org\/?p=28611"},"modified":"2026-06-29T14:44:26","modified_gmt":"2026-06-29T12:44:26","slug":"local-governments-peaceful-protest","status":"publish","type":"post","link":"https:\/\/globalcitieshub.org\/es\/local-governments-peaceful-protest\/","title":{"rendered":"Los gobiernos locales y las manifestaciones pac\u00edficas"},"content":{"rendered":"<p class=\"wp-block-paragraph\">El 26 de junio, el Global Cities Hub (GCH) particip\u00f3 en un acto paralelo durante el per\u00edodo de sesiones del Consejo de Derechos Humanos de las Naciones Unidas sobre&nbsp;<strong>\u201cRetos actuales para la promoci\u00f3n y la protecci\u00f3n de los derechos humanos en el contexto de las manifestaciones pac\u00edficas\u201d.\u201d<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Aunque la Resoluci\u00f3n 56\/10 (2024) del Consejo de Derechos Humanos de las Naciones Unidas ya reconoce el papel de los gobiernos locales y regionales (GLR), GCH defendi\u00f3 que esta dimensi\u00f3n deber\u00eda reforzarse a\u00fan m\u00e1s.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Las normas de derechos humanos son universales, pero su aplicaci\u00f3n depende en gran medida de las decisiones que se toman a nivel local. Cada manifestaci\u00f3n requiere que las autoridades municipales y las fuerzas del orden tomen decisiones pr\u00e1cticas, entre las que se incluyen la gesti\u00f3n de multitudes, la seguridad p\u00fablica, la regulaci\u00f3n del tr\u00e1fico, la protecci\u00f3n de la propiedad, el di\u00e1logo con los organizadores y las operaciones policiales. Sin embargo, los mecanismos internacionales de derechos humanos siguen centr\u00e1ndose principalmente en la legislaci\u00f3n nacional y en la rendici\u00f3n de cuentas de los Estados.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">GCH abog\u00f3 por un enfoque m\u00e1s operativo en la labor futura del Consejo de Derechos Humanos, reconociendo a las autoridades locales y regionales como actores clave en la aplicaci\u00f3n de los derechos de reuni\u00f3n pac\u00edfica y de protesta. Los futuros informes podr\u00edan basarse en la experiencia de las autoridades locales y regionales de distintos sistemas de gobernanza y explorar orientaciones pr\u00e1cticas para una gesti\u00f3n de las protestas que respete los derechos.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Una de las propuestas presentadas por GCH fue la elaboraci\u00f3n de una gu\u00eda pr\u00e1ctica y concisa dirigida a las autoridades locales y a los agentes de polic\u00eda \u2014similar a la ficha de seguridad de las aerol\u00edneas\u2014 que resumiera los principios fundamentales de derechos humanos y que formara parte del equipamiento de todos y cada uno de los agentes de polic\u00eda cada vez que se gestionaran manifestaciones pac\u00edficas sobre el terreno.<\/p>","protected":false},"excerpt":{"rendered":"<p>En un acto paralelo del Consejo de Derechos Humanos de las Naciones Unidas sobre las manifestaciones pac\u00edficas, el GCH defendi\u00f3 que es necesario reforzar el reconocimiento del papel de los gobiernos locales y regionales (GLR).
