{"id":28599,"date":"2026-06-19T13:03:06","date_gmt":"2026-06-19T11:03:06","guid":{"rendered":"https:\/\/globalcitieshub.org\/?p=28599"},"modified":"2026-06-24T13:03:24","modified_gmt":"2026-06-24T11:03:24","slug":"hrc-20","status":"publish","type":"post","link":"https:\/\/globalcitieshub.org\/es\/hrc-20\/","title":{"rendered":"Derechos humanos: \u00a1El cambio surge desde la base!"},"content":{"rendered":"<p class=\"wp-block-paragraph\">El 19 de junio, el Global Cities Hub coorganiz\u00f3, junto con&nbsp;<a href=\"https:\/\/www.ghrh.ch\/en\">el Centro de Derechos Humanos de Ginebra<\/a>&nbsp;y una serie de socios institucionales, un acto conmemorativo con motivo del 20.\u00ba<sup>th<\/sup>&nbsp;del Consejo de Derechos Humanos de las Naciones Unidas (CDH). Titulado&nbsp;<em>\u201cAmpliar la participaci\u00f3n, reforzar la aplicaci\u00f3n: de las instituciones nacionales de derechos humanos a los pueblos ind\u00edgenas y a los gobiernos locales y regionales\u201d<\/em>, en el debate se analiz\u00f3 c\u00f3mo una mayor participaci\u00f3n de las partes interesadas puede mejorar la eficacia y el impacto del Consejo.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A lo largo de las dos \u00faltimas d\u00e9cadas, el Consejo de Derechos Humanos ha ido abriendo progresivamente su labor a actores m\u00e1s all\u00e1 de los Estados. Las instituciones nacionales de derechos humanos (INDH), las organizaciones de la sociedad civil y los representantes de los pueblos ind\u00edgenas han tenido cada vez m\u00e1s oportunidades de contribuir a las actividades del Consejo, aportando datos, conocimientos especializados, experiencias vividas, independencia y proximidad a las comunidades afectadas. Su participaci\u00f3n ha enriquecido los debates en Ginebra, al tiempo que ha reforzado el v\u00ednculo entre los compromisos internacionales en materia de derechos humanos y la realidad sobre el terreno.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">El evento puso de relieve que la participaci\u00f3n no es un fin en s\u00ed misma. La cuesti\u00f3n central es si una mayor implicaci\u00f3n ayuda al CDH a lograr un mayor impacto mediante una aplicaci\u00f3n m\u00e1s s\u00f3lida, un seguimiento m\u00e1s eficaz y una mejor prevenci\u00f3n de las violaciones de los derechos humanos. Los ponentes procedentes de la sociedad civil, las organizaciones de pueblos ind\u00edgenas, las instituciones nacionales de derechos humanos y los gobiernos locales hicieron hincapi\u00e9 en que, en \u00faltima instancia, los derechos humanos se hacen realidad en las comunidades, las ciudades y los territorios. Por ello, los actores que operan m\u00e1s cerca de los titulares de derechos suelen disponer de conocimientos, capacidades e informaci\u00f3n de alerta temprana que son indispensables para la eficacia del CDH.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">La experiencia de las instituciones nacionales de derechos humanos y de los pueblos ind\u00edgenas tambi\u00e9n ha aportado valiosas lecciones sobre la participaci\u00f3n significativa. Ambos grupos han ido consolidando progresivamente formas reconocidas de participaci\u00f3n en el Consejo de Derechos Humanos, respaldadas por procedimientos formales y el reconocimiento institucional. Su experiencia sugiere que la participaci\u00f3n efectiva se ve facilitada cuando se definen claramente las funciones, los mandatos y los canales de participaci\u00f3n de las partes interesadas.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">En este contexto, el debate abord\u00f3 la creciente relevancia de los gobiernos locales y regionales (GLR) dentro del sistema internacional de derechos humanos. Si bien los GLR ya contribuyen a la aplicaci\u00f3n de los derechos humanos a trav\u00e9s de diversos canales \u2014entre ellos, la colaboraci\u00f3n con los Procedimientos Especiales, los \u00f3rganos creados en virtud de tratados y la participaci\u00f3n en los Mecanismos Nacionales de Aplicaci\u00f3n, informaci\u00f3n y seguimiento (NMIRF), el acto tambi\u00e9n puso de relieve los retos que siguen limitando la participaci\u00f3n de los LRG en la labor del Consejo de Derechos Humanos, entre ellos la falta de capacidades, recursos y conocimientos especializados, as\u00ed como la falta de un estatus adecuado a nivel internacional. Aunque algunas autoridades locales participan a trav\u00e9s de delegaciones nacionales o iniciativas ad hoc, su implicaci\u00f3n sigue siendo desigual y depende en gran medida de los contextos pol\u00edticos nacionales. Por lo tanto, los participantes reflexionaron sobre si los futuros debates sobre la participaci\u00f3n de las partes interesadas deber\u00edan considerar tambi\u00e9n formas m\u00e1s estructuradas de participaci\u00f3n para las autoridades locales y regionales (un nuevo estatus para estas), preservando al mismo tiempo el car\u00e1cter intergubernamental del Consejo.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">El Global Cities Hub seguir\u00e1 contribuyendo a estos debates y abogando por el reconocimiento del importante papel que desempe\u00f1an los gobiernos locales y regionales a la hora de traducir los compromisos internacionales en materia de derechos humanos en medidas concretas para las comunidades.<\/p>","protected":false},"excerpt":{"rendered":"<p>El GCH coorganiz\u00f3, junto con el Geneva Human Rights Hub y otros socios, un acto con motivo del 20.\u00ba aniversario del Consejo de Derechos Humanos de las Naciones Unidas.
