{"id":27634,"date":"2026-04-20T10:24:05","date_gmt":"2026-04-20T08:24:05","guid":{"rendered":"https:\/\/globalcitieshub.org\/?p=27634"},"modified":"2026-04-27T11:20:54","modified_gmt":"2026-04-27T09:20:54","slug":"preparing-the-review-of-sdg11-at-hlpf-2026","status":"publish","type":"post","link":"https:\/\/globalcitieshub.org\/es\/preparing-the-review-of-sdg11-at-hlpf-2026\/","title":{"rendered":"Preparaci\u00f3n de la revisi\u00f3n del ODS11 en el HLPF 2026"},"content":{"rendered":"<p>El Global Cities Hub organiz\u00f3 el lunes 20 de abril de 2026 un taller para debatir el informe de s\u00edntesis sobre el ODS 11 antes de la Cumbre Mundial sobre el Desarrollo Sostenible. <a href=\"https:\/\/hlpf.un.org\/2026\">Foro Pol\u00edtico de Alto Nivel (FPAN) 2026<\/a> en colaboraci\u00f3n con ONU-H\u00e1bitat. Reuni\u00f3 a organismos de las Naciones Unidas, gobiernos nacionales y locales, el mundo acad\u00e9mico, la sociedad civil y las partes interesadas del sector privado para perfeccionar los mensajes clave, identificar las lagunas de datos y consolidar las recomendaciones pol\u00edticas para acelerar el progreso en el ODS 11 - Ciudades y Comunidades Sostenibles. Este informe de s\u00edntesis es especialmente importante, ya que es la \u00faltima revisi\u00f3n del ODS 11 en el HLPF, a menos que los ODS se vuelvan a realizar despu\u00e9s de 2030.<\/p>\n\n\n\n<p>El debate fue muy rico, y algunos de los temas clave fueron:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Vivienda<\/strong>La vivienda: uno de los pilares centrales del ODS11, la vivienda es una cuesti\u00f3n clave en todo el mundo. La cuesti\u00f3n de la vivienda adopta diferentes formas en los pa\u00edses desarrollados y en desarrollo: los pa\u00edses desarrollados se enfrentan a crisis de asequibilidad de la vivienda unidas a la expansi\u00f3n urbana y al envejecimiento de la poblaci\u00f3n, mientras que los pa\u00edses en desarrollo tienen problemas de informalidad en la vivienda unida a la r\u00e1pida urbanizaci\u00f3n.<\/li>\n\n\n\n<li><strong>Datos<\/strong>en las zonas urbanas, la calidad y disponibilidad de los datos para supervisar y evaluar eficazmente el progreso de los ODS no suele ser suficiente. Por ejemplo, la falta de granularidad (por ejemplo, datos a nivel de ciudad\/barrio) puede ocultar las desigualdades intraurbanas y las diferencias en los resultados dentro de la misma ciudad. Las soluciones pasan por salvar las distancias entre los datos geoespaciales, estad\u00edsticos y los generados por los ciudadanos, e integrar la observaci\u00f3n de la Tierra y la inteligencia artificial.<\/li>\n\n\n\n<li><strong>Clima<\/strong>Necesitamos integrar los riesgos clim\u00e1ticos en la planificaci\u00f3n urbana y las infraestructuras, sobre todo porque los riesgos de fen\u00f3menos meteorol\u00f3gicos extremos se han disparado (la exposici\u00f3n urbana a inundaciones +95%, la exposici\u00f3n al calor extremo se ha triplicado) y las soluciones basadas en la naturaleza est\u00e1n infrautilizadas.<\/li>\n\n\n\n<li><strong>Gobernanza multinivel<\/strong>El refuerzo de la colaboraci\u00f3n entre los niveles mundial, nacional y local es esencial para eliminar los cuellos de botella que frenan la aplicaci\u00f3n de soluciones innovadoras y eficaces. En este contexto, se destacaron tres temas: financiaci\u00f3n, desarrollo de capacidades e impulso pol\u00edtico. Los gobiernos locales deben ser cocreadores de las pol\u00edticas urbanas nacionales y tener poder de decisi\u00f3n y espacio fiscal.<\/li>\n\n\n\n<li><strong>Revisiones locales voluntarias (VLR)<\/strong>una herramienta clave para que los gobiernos locales influyan en las agendas globales a trav\u00e9s de la presentaci\u00f3n de informes nacionales (Revisiones Nacionales Voluntarias - RNV), as\u00ed como para evaluar, supervisar e implementar pol\u00edticas locales que se alineen con los ODS y contribuyan a su consecuci\u00f3n. Las RNV deber\u00edan reconocerse formalmente en los resultados del HLPF (nuestro <a href=\"https:\/\/globalcitieshub.org\/es\/what-comes-after-a-first-voluntary-local-review-vlr\/\">Evento paralelo al Foro Regional de la CEPE sobre Desarrollo Sostenible<\/a> centrado en el seguimiento de una primera RLV, para garantizar que las RLV se conviertan en herramientas de aplicaci\u00f3n).<\/li>\n<\/ul>\n\n\n\n<p>Durante la revisi\u00f3n del ODS11 en el HLPF, el Dr. Eckart W\u00fcrzner, Alcalde de Heidelberg y Presidente de la Mesa del <a href=\"https:\/\/globalcitieshub.org\/es\/the-forum-of-mayors\/\">Foro de Alcaldes de la ONU<\/a>, Christina Kitsos, Alcaldesa de Ginebra, Vicepresidenta de la Mesa y Presidenta del Global Cities Hub, y Conradin Cramer, Presidente del Cant\u00f3n de Basilea-Ciudad, estar\u00e1n en Nueva York para defender, junto con otros gobiernos locales y regionales, el papel de las ciudades y regiones en el multilateralismo.<\/p>\n\n\n\n<p>En este contexto, el GCH conf\u00eda en que los Estados miembros puedan acordar un acuerdo entre el ECOSOC y la Comisi\u00f3n Europea. <strong>Documento final del HLPF<\/strong> Mencionar a los gobiernos locales y regionales y la localizaci\u00f3n y animar a los Estados miembros a hacer referencia a los VLR en sus VNR.<\/p>\n\n\n\n<p>Por \u00faltimo, el <a href=\"https:\/\/wuf.unhabitat.org\/\">Foro Urbano Mundial<\/a> (Bak\u00fa, Azerbaiy\u00e1n - 17-22 de mayo de 2026) ser\u00e1 una reuni\u00f3n clave para revisar el progreso del ODS11, de la Nueva Agenda Urbana y para reflexionar sobre el conjunto m\u00e1s amplio de cuestiones que afectan a las zonas urbanas de todo el mundo. Animamos a los GLR a comprometerse y participar para dar forma al futuro de las zonas urbanas sostenibles.
