{"id":25106,"date":"2025-10-07T00:30:00","date_gmt":"2025-10-06T22:30:00","guid":{"rendered":"https:\/\/globalcitieshub.org\/?p=25106"},"modified":"2025-10-15T14:53:01","modified_gmt":"2025-10-15T12:53:01","slug":"this-is-a-table-of-partners-dialogue-between-mayors-and-international-organizations","status":"publish","type":"post","link":"https:\/\/globalcitieshub.org\/es\/this-is-a-table-of-partners-dialogue-between-mayors-and-international-organizations\/","title":{"rendered":"\"Esta es una mesa de socios\" - Di\u00e1logo de los alcaldes con las organizaciones internacionales"},"content":{"rendered":"<p>El 7 de octubre de 2025, en el marco del 5<sup>th<\/sup> Foro de Alcaldes de la ONU, una reuni\u00f3n de alto nivel que reuni\u00f3 a alcaldes y tenientes de alcalde de todo el mundo con altos representantes de los principales organismos de la ONU: ONU-H\u00e1bitat, la Oficina de las Naciones Unidas para la Reducci\u00f3n del Riesgo de Desastres (UNDRR), la Uni\u00f3n Internacional de Telecomunicaciones (UIT) y la Comisi\u00f3n Econ\u00f3mica de las Naciones Unidas para Europa (CEPE).<\/p>\n\n\n\n<p>En su discurso de apertura, Duong, codirectora del GCH, subray\u00f3 la necesidad de una <em>todo el gobierno<\/em> multilateralismo, en el que la colaboraci\u00f3n a escala local, nacional e internacional no s\u00f3lo se fomenta, sino que es necesaria para obtener resultados pol\u00edticos eficaces.<\/p>\n\n\n\n<p>La reuni\u00f3n facilit\u00f3 el di\u00e1logo directo sobre c\u00f3mo abordar los retos mundiales m\u00e1s acuciantes, como la resistencia al cambio clim\u00e1tico, la equidad digital, la vivienda asequible y la urbanizaci\u00f3n sostenible, al tiempo que proporcion\u00f3 a los alcaldes informaci\u00f3n de primera mano sobre el funcionamiento de estas entidades de las Naciones Unidas que trabajan con gobiernos y comunidades locales.<\/p>\n\n\n\n<p><strong>Sra. Anacl\u00e0udia Rossbach, Directora Ejecutiva de ONU-H\u00e1bitat<\/strong>dijo sobre la mesa de l\u00edderes: \"Esta es una mesa de socios\". De hecho, en un mundo cada vez m\u00e1s urbanizado, una vivienda adecuada es la base para alcanzar la mayor\u00eda de los ODS. Una planificaci\u00f3n urbana centrada en las personas y orientada al futuro puede crear el marco mismo del desarrollo socioecon\u00f3mico. En cuanto a la cuesti\u00f3n del uso del suelo, anim\u00f3 a las ciudades a ser creativas para crear sus propios ingresos con el fin de ganar en agilidad y adaptabilidad. En cuanto al multilateralismo inclusivo, afirm\u00f3 que el sistema de las Naciones Unidas trabaja cada vez m\u00e1s con los GLR tanto a nivel t\u00e9cnico como pol\u00edtico.<\/p>\n\n\n\n<p><a href=\"https:\/\/unhabitat.org\/\">ONU-H\u00e1bitat<\/a> es la entidad de la ONU que naturalmente ha considerado a las autoridades locales como sus socios m\u00e1s cercanos. Promueve la urbanizaci\u00f3n como una fuerza transformadora positiva para las personas y las comunidades a trav\u00e9s del trabajo normativo, la promoci\u00f3n y la asistencia t\u00e9cnica. Apoya a los gobiernos nacionales y locales para que afronten sus retos de desarrollo y promuevan un desarrollo urbano sostenible e integrador.<\/p>\n\n\n\n<p><strong>Sr. Kamal Kishore, Representante Especial del Secretario General de las Naciones Unidas para la Reducci\u00f3n del Riesgo de Cat\u00e1strofes<\/strong> explic\u00f3 c\u00f3mo <a href=\"https:\/\/www.undrr.org\/\">UNDRR<\/a> convoca y coordina las actividades de reducci\u00f3n de riesgos para lograr un futuro m\u00e1s resiliente, protegiendo los logros alcanzados en la consecuci\u00f3n de los ODS. Se\u00f1al\u00f3 la <a href=\"https:\/\/mcr2030.undrr.org\/\">Ciudades resilientes 2030<\/a> (MCR2030), que ayuda a las ciudades a evaluar riesgos, desarrollar planes de acci\u00f3n y mejorar la gobernanza. Por ejemplo, ciudades como Medell\u00edn (Colombia) y Chennai (India) han utilizado MCR2030 para mejorar la preparaci\u00f3n ante inundaciones y corrimientos de tierras. La UNDRR tambi\u00e9n promueve la integraci\u00f3n de la reducci\u00f3n del riesgo de desastres en la planificaci\u00f3n urbana, ofrece orientaci\u00f3n t\u00e9cnica y fomenta las asociaciones entre los gobiernos locales y otras partes interesadas. Apoya la aplicaci\u00f3n de la <a href=\"https:\/\/www.undrr.org\/implementing-sendai-framework\/what-sendai-framework\">Marco de Sendai para la RRD<\/a> en las ciudades, fomentando la recopilaci\u00f3n de datos, el desarrollo de capacidades y la inversi\u00f3n basada en el riesgo para construir entornos urbanos m\u00e1s seguros y resilientes en todo el mundo. Concluy\u00f3 afirmando que los alcaldes deben alzar la voz para convencer a los gobiernos nacionales de que inviertan en el \u00e1mbito local.<\/p>\n\n\n\n<p><strong>Tomas Lamanauskas, Secretario General Adjunto de la Uni\u00f3n Internacional de Telecomunicaciones <\/strong>enumer\u00f3 las numerosas actividades de <a href=\"https:\/\/www.itu.int\/en\/Pages\/default.aspx\">UIT<\/a> relacionados con los GLR, desde el programa de aldeas inteligentes hasta el Citiverse. El objetivo es utilizar la digitalizaci\u00f3n como punto de entrada al desarrollo comunitario, incluidos los servicios sanitarios, la educaci\u00f3n, la agricultura o la gobernanza local. Un aspecto importante del trabajo de la UIT es el desarrollo de normas que apoyen el desarrollo urbano sostenible, incluido el desarrollo de infraestructuras digitales locales, servicios de ciudades inteligentes y la creaci\u00f3n de citiverse(s).<\/p>\n\n\n\n<p>Present\u00f3 el trabajo realizado en la <a href=\"https:\/\/u4ssc.itu.int\/\">Plataforma de colaboraci\u00f3n U4SSC<\/a> para el avance de las ciudades inteligentes y su reuni\u00f3n que se organizar\u00e1 en Barcelona (<a href=\"https:\/\/u4ssc.itu.int\/special-session-on-u4ssc\/\">m\u00e1s informaci\u00f3n aqu\u00ed<\/a>) y la importancia de la <a href=\"https:\/\/www.itu.int\/metaverse\/virtual-worlds\/1st-citiverse-assembly\/\">1<sup>st<\/sup> Asamblea Citiverse<\/a> que se celebrar\u00e1 en Valencia el 3 de noviembre. De cara a 2026, destac\u00f3 entre los hitos el <a href=\"https:\/\/www.itu.int\/un-virtual-worlds-day\/2026\/\">D\u00eda de los Mundos Virtuales de la ONU los d\u00edas 11 y 12 de mayo<\/a>El <a href=\"https:\/\/aiforgood.itu.int\/\">Cumbre \"AI for Good<\/a> (7-10 de julio) y la <a href=\"https:\/\/www.un.org\/global-dialogue-ai-governance\/en\">Di\u00e1logo mundial sobre la gobernanza de la IA<\/a> en julio en Ginebra. Todos estos eventos est\u00e1n abiertos a los GLR, cuya contribuci\u00f3n es importante. Tambi\u00e9n anim\u00f3 a los GLR a considerar la posibilidad de presentar candidaturas al \"Grupo cient\u00edfico internacional independiente sobre la IA\" a trav\u00e9s del GCH.<\/p>\n\n\n\n<p><strong>Sra. Tatiana Molcean, Secretaria Ejecutiva de la CEPE<\/strong> explic\u00f3 c\u00f3mo la organizaci\u00f3n facilita una mayor integraci\u00f3n y cooperaci\u00f3n econ\u00f3mica entre sus Estados miembros, promoviendo el desarrollo sostenible y la prosperidad econ\u00f3mica. Su labor se centra en \u00e1reas tem\u00e1ticas como la energ\u00eda, el transporte, la gesti\u00f3n forestal, la vivienda y la ordenaci\u00f3n del territorio, el comercio y el medio ambiente. La CEPE acoge el Foro de Alcaldes de las Naciones Unidas y participa activamente en la localizaci\u00f3n de los ODS a trav\u00e9s del di\u00e1logo pol\u00edtico, el intercambio de buenas pr\u00e1cticas y la elaboraci\u00f3n de recomendaciones a los Estados miembros.<\/p>\n\n\n\n<p>La edici\u00f3n 2025 del Foro <em>\"Ciudades que forjan el futuro\"<\/em> supuso un paso significativo hacia la aproximaci\u00f3n de la gobernanza mundial a la realidad sobre el terreno, ofreciendo una oportunidad concreta para reconstruir la confianza en un sistema multilateral m\u00e1s integrador y eficaz dirigido por la ONU.
