Muchos la describen como la <em>\u00faltima buena oportunidad<\/em> para concluir las negociaciones sobre un tratado mundial contra la contaminaci\u00f3n por pl\u00e1sticos.<\/p>\n\n\n\n<p>Asistieron grandes delegaciones nacionales, a las que se sumaron m\u00e1s de 2.000 observadores inscritos (entre ellos, los miembros fundadores del <a href=\"https:\/\/circulars.iclei.org\/our-work\/local-and-subnational-governments-coalition-to-end-plastic-pollution\/\" target=\"_blank\" rel=\"noreferrer noopener\">Coalici\u00f3n de gobiernos locales y subnacionales para acabar con la contaminaci\u00f3n por pl\u00e1sticos<\/a>). Tambi\u00e9n asistieron varios alcaldes y representantes de gobiernos regionales como los de Quebec y Flandes, que participan como parte de las delegaciones nacionales canadiense y belga, respectivamente.<\/p>\n\n\n\n<p><strong>El objetivo:<\/strong> acordar un texto definitivo del tratado antes del <strong>15 de agosto<\/strong>. <a href=\"https:\/\/www.unep.org\/inc-plastic-pollution\/session-5.2\">Sitio web oficial del INC<\/a> publica las posiciones, visiones y declaraciones de los Estados y de un amplio abanico de observadores a lo largo de las negociaciones.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">INC-5.2 \u00a1se levanta la sesi\u00f3n!<\/h2>\n\n\n\n<p>Las negociaciones del INC-5.2 concluyeron en Ginebra la ma\u00f1ana del 15 de agosto. Las etapas finales atrajeron la atenci\u00f3n de los medios de comunicaci\u00f3n y generaron cierta confusi\u00f3n. He aqu\u00ed lo esencial:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>La sesi\u00f3n no ha terminado<\/strong> - se ha aplazado hasta nueva fecha. En t\u00e9rminos de la ONU, esto significa que la sesi\u00f3n en curso sigue abierta y se reanudar\u00e1 con el mismo orden del d\u00eda y los mismos documentos. Es como hacer una pausa, no parar. V\u00e9ase el comunicado oficial <a href=\"https:\/\/www.unep.org\/inc-plastic-pollution\/session-5.2\" target=\"_blank\" rel=\"noreferrer noopener\">comunicado de prensa<\/a>.<\/li>\n<\/ul>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Un nuevo <a href=\"https:\/\/globalcitieshub.org\/wp-content\/uploads\/2025\/08\/chairs_revised_draft_text_proposal_-_15.08.25_at_00.482.pdf\">Texto del Presidente<\/a><\/strong>\u00a0<a href=\"https:\/\/globalcitieshub.org\/wp-content\/uploads\/2025\/08\/chairs_revised_draft_text_proposal_-_15.08.25_at_00.482.pdf\">(15 de agosto de 2025)<\/a> ser\u00e1 la base de futuras negociaciones. Por primera vez en un proceso de tratado vinculante incluye <strong>referencias expl\u00edcitas a los gobiernos subnacionales y locales<\/strong> (Art\u00edculos 7.2(a) y 17). Es el resultado de una defensa intensa y sostenida, aunque todav\u00eda provisional, ya que el texto se renegociar\u00e1 una vez que se reanude la sesi\u00f3n.<\/li>\n<\/ul>\n\n\n\n<p>Aunque el tratado a\u00fan no es definitivo, los gobiernos locales y regionales est\u00e1n ahora firmemente en el mapa. El GCH conf\u00eda en que ser\u00e1 adoptado y seguir\u00e1 trabajando para garantizar que los GLR sean plenamente reconocidos en el texto final.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">El GCH y la Coalici\u00f3n LSNG participan en el D\u00eda de las Partes Interesadas<\/h2>\n\n\n\n<p>En el D\u00eda de las Partes Interesadas, celebrado el 4 de agosto, hicimos una declaraci\u00f3n sobre la posici\u00f3n de la Coalici\u00f3n de Gobiernos Locales y Subnacionales, en la que destacamos dos puntos clave:<\/p>\n\n\n\n<ol class=\"wp-block-list\" start=\"1\">\n<li><strong>Los gobiernos locales y subnacionales son actores centrales<\/strong> en todas las fases del ciclo de vida de los pl\u00e1sticos, gestionando los residuos pl\u00e1sticos y la contaminaci\u00f3n en todas las partes del mundo.<\/li>\n\n\n\n<li>Son <strong>socios valiosos<\/strong>&nbsp;a los Estados, -y a menudo l\u00edderes en sus jurisdicciones- en innovaci\u00f3n, enfoques basados en la ciencia y soluciones pr\u00e1cticas para combatir la contaminaci\u00f3n por pl\u00e1sticos.<\/li>\n<\/ol>\n\n\n\n<p>La Coalici\u00f3n inst\u00f3 a los gobiernos nacionales y a la Secretar\u00eda a:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Incluir a los gobiernos subnacionales y locales en el texto final del tratado<\/strong>&nbsp; para garantizar el reconocimiento formal de su papel una vez adoptadas.<\/li>\n\n\n\n<li><strong>Implicarles en la toma de decisiones<\/strong>&nbsp;(y financiaci\u00f3n, y actividades relacionadas con el desarrollo de capacidades y los planes nacionales) para que puedan trabajar directamente con la futura Secretar\u00eda del tratado para garantizar una aplicaci\u00f3n eficaz.<\/li>\n<\/ul>\n\n\n\n<p>Kamelia Kemileva, Codirectora del Global Cities Hub, habl\u00f3 en nombre de la Coalici\u00f3n LSNG.
