El acto reuni\u00f3 a l\u00edderes de ciudades de todo el mundo, entre ellos <strong>Atenas, Barcelona, Brazzaville, Douala, Londres, Mil\u00e1n, Montreal, Nairobi, Phoenix, Rabat, R\u00edo, Taipei, Utrecht<\/strong>y muchos otros representantes de organizaciones internacionales, expertos jur\u00eddicos y cient\u00edficos del clima. La Cumbre sirvi\u00f3 tanto para celebrar los avances como para movilizarse de cara a la COP30 que se celebrar\u00e1 en diciembre de 2025 en Bel\u00e9m (Brasil).<\/p>\n\n\n\n<p>Aunque el Acuerdo de Par\u00eds supuso un hito en la gobernanza mundial del clima, el mundo sigue sin alcanzar su objetivo central de limitar el calentamiento global a 1,5 \u00b0C. Seg\u00fan los \u00faltimos&nbsp;<a href=\"https:\/\/wmo.int\/publication-series\/state-of-global-climate-2024\"><em>Estado del clima mundial de la OMM<\/em>&nbsp;informe<\/a>2024 fue el a\u00f1o m\u00e1s c\u00e1lido registrado desde 1850, y los principales indicadores clim\u00e1ticos siguieron empeorando. Sin embargo, en medio de estos hechos aleccionadores, las ciudades destacan como los mayores contribuyentes responsables de m\u00e1s de 70% de las emisiones mundiales de gases de efecto invernadero (GEI), y como actores cruciales que implementan estrategias eficaces de mitigaci\u00f3n y adaptaci\u00f3n.<\/p>\n\n\n\n<p>Como record\u00f3 el alcalde Hidalgo a los participantes, en muchas ciudades del C40 las emisiones est\u00e1n disminuyendo m\u00e1s r\u00e1pidamente que a nivel nacional. Solo en Par\u00eds, la contaminaci\u00f3n atmosf\u00e9rica se ha reducido en 60% y el tr\u00e1fico en 40% desde 2015. Mientras que 2024 fue aproximadamente 1,55\u00b0C m\u00e1s c\u00e1lido que los promedios preindustriales, Hidalgo se\u00f1al\u00f3 que sin el Acuerdo de Par\u00eds, esta cifra bien podr\u00eda haberse duplicado.<\/p>\n\n\n\n<p>Mientras el mundo mira hacia la COP30, la Cumbre hizo hincapi\u00e9 en la necesidad de que las ciudades trabajen juntas y adopten pol\u00edticas a\u00fan m\u00e1s audaces, especialmente en \u00e1mbitos clave como la vivienda y la movilidad. Antonio Costa, Presidente del Consejo de la UE, subray\u00f3 la importancia de la cooperaci\u00f3n multilateral: <em>\"En este momento, cuando la gente duda del multilateralismo, es esencial reunir a los alcaldes para encontrar soluciones globales\".<\/em><\/p>\n\n\n\n<p>La Cumbre tambi\u00e9n mostr\u00f3 una amplia gama de acciones clim\u00e1ticas dirigidas por las ciudades, desde la reducci\u00f3n del tr\u00e1fico y la contaminaci\u00f3n atmosf\u00e9rica mediante la mejora del transporte p\u00fablico y las zonas de bajas emisiones, hasta la aplicaci\u00f3n de estrategias de ecologizaci\u00f3n urbana, protecci\u00f3n de la biodiversidad, reducci\u00f3n de residuos y modelos de econom\u00eda circular. El concepto de ciudad de 15 minutos volvi\u00f3 a surgir como ejemplo emblem\u00e1tico de planificaci\u00f3n urbana integrada y centrada en las personas.<\/p>\n\n\n\n<p>Sin embargo, uno de los principales problemas planteados por casi todos los alcaldes fue la persistente falta de acceso de las ciudades a la financiaci\u00f3n directa de la lucha contra el cambio clim\u00e1tico.<strong>. <\/strong>Mauricio Rodas, ex alcalde de <strong>Quito<\/strong> y Jefe de la <a href=\"https:\/\/urbansdgfinance.org\/\">Comisi\u00f3n SDSN Urban<\/a> Secretar\u00eda, subray\u00f3 la urgente necesidad de <em>\"derisk\"<\/em> financiaci\u00f3n para las ciudades. Para hacer frente a esta situaci\u00f3n, la Comisi\u00f3n Urbana de la SDSN ha propuesto la <a href=\"https:\/\/urbansdgfinance.org\/static\/documents\/20241101-gcgf-paper.pdf\">Fondo de Garant\u00eda de Ciudades Verdes<\/a>cuyo objetivo es desbloquear mayores flujos de capital p\u00fablico y privado hacia proyectos subnacionales que tengan en cuenta el clima. Adem\u00e1s, el alcalde de <strong>Brazzaville<\/strong> destac\u00f3 que las ciudades son a menudo dejadas de lado por sus gobiernos nacionales en el dise\u00f1o de pol\u00edticas y proyectos clim\u00e1ticos. Los alcaldes de <strong>Atenas<\/strong> y <strong>Utrecht<\/strong> se hizo eco de esta preocupaci\u00f3n y pidi\u00f3 que las ciudades tuvieran un sitio en la mesa de las negociaciones internacionales sobre el clima. Otra cuesti\u00f3n recurrente fue la creciente ola de desinformaci\u00f3n sobre las pol\u00edticas clim\u00e1ticas locales.
