Estos convenios son instrumentos clave para proteger la salud humana y el medio ambiente de los residuos peligrosos, los productos qu\u00edmicos y los contaminantes org\u00e1nicos persistentes. A pesar de su relevancia directa para el nivel subnacional, los gobiernos locales y regionales (GLR) siguen estando en gran medida ausentes de la participaci\u00f3n formal en los procesos de las COP de los BRS.<\/p>\n\n\n\n<p>Esto es especialmente llamativo en el marco del <strong>Convenio de Basilea<\/strong>que aborda directamente la gesti\u00f3n de residuos, una responsabilidad que suele recaer en los gobiernos locales. Los municipios de todo el mundo est\u00e1n en primera l\u00ednea en la gesti\u00f3n de los residuos dom\u00e9sticos, pero sus voces no se tienen en cuenta sistem\u00e1ticamente a la hora de configurar los marcos mundiales.<\/p>\n\n\n\n<p>Durante un acto paralelo celebrado el 7 de mayo de 2025, <em>\"Los residuos en el punto de mira: Un llamamiento a la gesti\u00f3n racional y la acci\u00f3n mundial\".<\/em> organizado por la <a href=\"https:\/\/www.pfd-fswp.fr\/?lang=en\" target=\"_blank\" rel=\"noreferrer noopener\">Asociaci\u00f3n Francesa de Residuos S\u00f3lidos<\/a> y otras partes interesadas, los participantes y organizadores transmitieron algunos mensajes clave :<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p><strong>\"La gesti\u00f3n de residuos y recursos debe promoverse de forma m\u00e1s destacada e intersectorial como pilar b\u00e1sico del desarrollo sostenible\".<\/strong><\/p>\n<\/blockquote>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p><strong>\"Actualmente no hay ninguna referencia directa a la eficiencia de los recursos o a la gesti\u00f3n de residuos en los ODS, una laguna cr\u00edtica. \u00bfSe debe esto a que estas cuestiones se pasaron por alto durante las negociaciones de los ODS o a que los gobiernos locales y regionales no participaron de forma significativa? Ambas cosas tienen que cambiar\".<\/strong><\/p>\n<\/blockquote>\n\n\n\n<p>El GCH pidi\u00f3 un mayor reconocimiento de los GDR en la gobernanza mundial de los residuos e hizo hincapi\u00e9 en que se encuentran en una posici\u00f3n \u00fanica para poner en pr\u00e1ctica la Declaraci\u00f3n de Par\u00eds. <a href=\"https:\/\/www.basel.int\/Implementation\/CountryLedInitiative\/EnvironmentallySoundManagement\/ESMFramework\/tabid\/3616\/Default.aspx\">Marco para la gesti\u00f3n ambientalmente racional de residuos peligrosos y otros residuos (ESM)<\/a>.  El reci\u00e9n presentado <a href=\"https:\/\/www.basel.int\/Implementation\/HouseholdWastePartnership\/OverallGuidanceDocument\/tabid\/8227\/Default.aspx\">Documento de orientaci\u00f3n general sobre la gesti\u00f3n ambientalmente racional de los residuos dom\u00e9sticos<\/a> se centra en los residuos dom\u00e9sticos y hace hincapi\u00e9 en la importancia de los niveles locales, es un paso bienvenido pero, para que tenga impacto, debe adaptarse a\u00fan m\u00e1s a las realidades locales.<\/p>\n\n\n\n<p>El debate tambi\u00e9n subray\u00f3 la importancia de apoyar a las mujeres que trabajan en el sector informal del reciclaje, y el papel que pueden desempe\u00f1ar los municipios a la hora de posibilitar transiciones inclusivas y justas. Iniciativas como las asociaciones p\u00fablico-privadas, la planificaci\u00f3n con perspectiva de g\u00e9nero y la gobernanza participativa son esenciales para construir sistemas locales de residuos resilientes.<\/p>\n\n\n\n<p>El GCH destac\u00f3 adem\u00e1s la creciente <strong>movimiento mundial contra la contaminaci\u00f3n por pl\u00e1sticos<\/strong>un tema profundamente vinculado a la salud humana y medioambiental.
