{"id":24161,"date":"2025-04-11T10:23:33","date_gmt":"2025-04-11T08:23:33","guid":{"rendered":"https:\/\/globalcitieshub.org\/?p=24161"},"modified":"2025-04-11T10:23:34","modified_gmt":"2025-04-11T08:23:34","slug":"un-resolution-acknowledges-growing-role-of-lrgs-in-human-rights","status":"publish","type":"post","link":"https:\/\/globalcitieshub.org\/es\/un-resolution-acknowledges-growing-role-of-lrgs-in-human-rights\/","title":{"rendered":"Una resoluci\u00f3n de la ONU reconoce el creciente papel de los GLR en los derechos humanos"},"content":{"rendered":"<p>Una importante resoluci\u00f3n sobre el disfrute de los derechos econ\u00f3micos, sociales y culturales con una fuerte referencia a <strong>Gobiernos locales y regionales (GLR)<\/strong> fue adoptada por consenso durante la 58\u00aa sesi\u00f3n del Consejo de Derechos Humanos de la ONU, el 3 de abril de 2025.<\/p>\n\n\n\n<p>El Global Cities Hub (GCH) colabor\u00f3 con los Estados clave, propuso una nueva redacci\u00f3n del texto e interpreta este avance como una se\u00f1al de la <strong>creciente reconocimiento del papel de los GLR<\/strong> en la realizaci\u00f3n de los derechos humanos y los Objetivos de Desarrollo Sostenible (ODS). Tradicionalmente uno de los textos m\u00e1s significativos y completos negociados peri\u00f3dicamente por el Consejo de Derechos Humanos, los nuevos elementos a\u00f1adidos esta vez son un reflejo de los esfuerzos en curso para subrayar... <strong>la importancia de los GLR en el cumplimiento de estos derechos y objetivos<\/strong>.<\/p>\n\n\n\n<p>La resoluci\u00f3n de este a\u00f1o tiene un peso especial. Refleja los urgentes retos econ\u00f3micos a los que se enfrentan muchos pa\u00edses, como la creciente carga de la deuda, la ineficiencia de los servicios p\u00fablicos y el aumento de las desigualdades que afectan a los ni\u00f1os y a los m\u00e1s vulnerables. Tambi\u00e9n establece un claro v\u00ednculo entre la realizaci\u00f3n de los ODS y el cumplimiento de los derechos econ\u00f3micos, sociales y culturales y la prestaci\u00f3n eficiente de servicios p\u00fablicos para todos.<\/p>\n\n\n\n<p>La resoluci\u00f3n hace especial hincapi\u00e9 en:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>La necesidad de abordar las desigualdades econ\u00f3micas estructurales;<\/li>\n\n\n\n<li>La crisis clim\u00e1tica y su relaci\u00f3n con los derechos humanos y el desarrollo sostenible;<\/li>\n\n\n\n<li>La necesidad de un acceso equitativo a los servicios esenciales, pol\u00edticas fiscales eficaces y una mayor financiaci\u00f3n del desarrollo;<\/li>\n\n\n\n<li>El reconocimiento de que la deuda no debe impedir el desarrollo y la consecuci\u00f3n de los ODS, que est\u00e1n intr\u00ednsecamente ligados al cumplimiento de los derechos humanos;<\/li>\n\n\n\n<li>La importancia de la 4<sup>th<\/sup> Conferencia Internacional sobre la Financiaci\u00f3n para el Desarrollo y del 2<sup>nd<\/sup> Cumbre Social Mundial para avanzar en estos objetivos.<\/li>\n<\/ul>\n\n\n\n<p>Resulta crucial que la resoluci\u00f3n incluya un p\u00e1rrafo operativo que reconoce el papel de los GLR y los anima a promover y proteger los derechos econ\u00f3micos, sociales y culturales (PO 20). Otro p\u00e1rrafo importante proporciona un mandato claro a las agencias de la ONU para que involucren a las autoridades locales con el fin de debatir c\u00f3mo financiar el desarrollo sostenible de forma coherente con las obligaciones de los Estados en materia de derechos econ\u00f3micos, sociales y culturales (PO 30).
