Aunque los mecanismos de la ONU interact\u00faan principalmente con los gobiernos nacionales, s\u00f3lo pueden comprender plenamente las cuestiones de derechos humanos implicando a los gobiernos locales, que desempe\u00f1an un papel clave en la aplicaci\u00f3n de los derechos humanos a trav\u00e9s de los servicios p\u00fablicos, la legislaci\u00f3n, la elaboraci\u00f3n de presupuestos, la administraci\u00f3n, la promoci\u00f3n y la educaci\u00f3n.<\/p>\n\n\n\n<p><\/p>\n\n\n\n<p>Por supuesto, existen barreras que impiden una mayor participaci\u00f3n de los gobiernos locales en el sistema de derechos humanos de la ONU, como la reticencia de los Estados, sus limitadas capacidades, experiencia y recursos, y la ausencia de puntos de entrada formales en un sistema dise\u00f1ado por los Estados para los Estados. Sin embargo, existen v\u00edas informales. Los gobiernos locales pueden colaborar con los Procedimientos Especiales, los \u00d3rganos de Tratados, el Examen Peri\u00f3dico Universal o incluso el propio Consejo de Derechos Humanos. Para que esto ocurra, es crucial la voluntad pol\u00edtica de los alcaldes, junto con el apoyo de los Estados. Las Instituciones Nacionales de Derechos Humanos tambi\u00e9n desempe\u00f1an un papel vital en este sentido, ya que pueden traducir eficazmente las recomendaciones y conclusiones internacionales para los gobiernos locales.<\/p>\n\n\n\n<p><\/p>\n\n\n\n<p>Durante el acto, fue especialmente revelador escuchar a representantes de gobiernos locales coreanos hablar de los retos a los que se enfrentan a la hora de aplicar las normas internacionales de derechos humanos a nivel local. Entre los principales obst\u00e1culos se encontraban el desconocimiento del sistema de derechos humanos de la ONU, las escasas oportunidades de los gobiernos locales para participar en la elaboraci\u00f3n de informes nacionales sobre las obligaciones internacionales, la insuficiente descentralizaci\u00f3n y la falta de capacidad, experiencia y recursos. Estos obst\u00e1culos se identificaron como barreras significativas para una participaci\u00f3n significativa de los gobiernos locales en el sistema de derechos humanos de la ONU. En respuesta a estos retos, la CNDHC ha empezado a explorar soluciones pr\u00e1cticas.
