{"id":20157,"date":"2024-07-04T22:24:55","date_gmt":"2024-07-04T20:24:55","guid":{"rendered":"https:\/\/globalcitieshub.org\/?p=20157"},"modified":"2024-07-04T22:26:10","modified_gmt":"2024-07-04T20:26:10","slug":"human-rights-council-need-to-engage-more-with-local-governments","status":"publish","type":"post","link":"https:\/\/globalcitieshub.org\/es\/human-rights-council-need-to-engage-more-with-local-governments\/","title":{"rendered":"El Consejo de Derechos Humanos debe colaborar m\u00e1s con los gobiernos locales"},"content":{"rendered":"<p>El 4 de julio, el Global Cities Hub particip\u00f3 en un acto organizado por Chile, Egipto, la Rep\u00fablica de Corea, Ruman\u00eda y la Oficina del Alto Comisionado de las Naciones Unidas para los Derechos Humanos (ACNUDH) para compartir las conclusiones y debatir la aplicaci\u00f3n de las recomendaciones contenidas en el informe del ACNUDH (<a href=\"https:\/\/documents.un.org\/doc\/undoc\/gen\/g24\/040\/22\/pdf\/g2404022.pdf?token=cdWRgmjVT2kIh0yIAj&amp;fe=true\" target=\"_blank\" rel=\"noreferrer noopener\">A\/HRC\/56\/32<\/a>) presentadas en esta sesi\u00f3n (56<sup>th<\/sup>) del Consejo de Derechos Humanos de la ONU (CDH).<\/p>\n\n\n\n<p><\/p>\n\n\n\n<p><\/p>\n\n\n\n<p>El informe examina los retos y las oportunidades tanto para mejorar la capacidad de los gobiernos locales y regionales (GLR) para incorporar los derechos humanos en su trabajo como para reforzar el compromiso de los GLR con los mecanismos de derechos humanos de la ONU.<\/p>\n\n\n\n<p><\/p>\n\n\n\n<p><\/p>\n\n\n\n<p>El informe formula recomendaciones a varias partes interesadas:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Gobiernos nacionales (incluida la provisi\u00f3n de recursos financieros y capacidades t\u00e9cnicas para que los GLR cumplan con sus responsabilidades en materia de derechos humanos; la inclusi\u00f3n de los GLR en los mecanismos nacionales de aplicaci\u00f3n, presentaci\u00f3n de informes y seguimiento en materia de derechos humanos (NMIRF), as\u00ed como en el Proceso de Examen Universal, las visitas de los Procedimientos Especiales y los ex\u00e1menes de los \u00d3rganos de Tratados).<\/li>\n\n\n\n<li>LRGs (incl. la necesidad de institucionalizar los derechos humanos dentro de la administraci\u00f3n local\/regional; mejorar su participaci\u00f3n en los procesos de revisi\u00f3n internacional del Estado; desarrollar indicadores y recopilar datos sobre la situaci\u00f3n de los derechos humanos a nivel local\/regional).<\/li>\n\n\n\n<li>el CDH (que podr\u00eda pedir a la OACDH que presente un informe anual sobre las buenas pr\u00e1cticas y los retos a los que se enfrentan los GLR en la aplicaci\u00f3n de los derechos humanos y que deber\u00eda considerar la posibilidad de establecer un mecanismo de debate para colaborar con los GLR).<\/li>\n<\/ul>\n\n\n\n<p><\/p>\n\n\n\n<p>El GCH tuvo la oportunidad de proporcionar\u00a0<a href=\"https:\/\/www.ohchr.org\/en\/calls-for-input\/2023\/call-inputs-human-rights-council-resolution-5112-local-government-and-human\" target=\"_blank\" rel=\"noreferrer noopener\">aportaciones al informe<\/a>\u00a0y se congratula de ver todas sus sugerencias reflejadas en el informe, en particular su llamamiento a crear un nuevo estatuto para los GLR en la ONU, para que puedan acreditarse y participar en las reuniones de la ONU a t\u00edtulo personal, y a establecer un nuevo Foro del CDH sobre gobierno local, para facilitar el intercambio de puntos de vista y pr\u00e1cticas entre los alcaldes y las administraciones centrales de los Estados.<\/p>\n\n\n\n<p><\/p>\n\n\n\n<p><\/p>\n\n\n\n<p>El GCH mantendr\u00e1 su compromiso con esta cuesti\u00f3n en el CDH, en particular porque la pr\u00f3xima resoluci\u00f3n sobre gobierno local y derechos humanos deber\u00eda debatirse en el CDH este oto\u00f1o.<\/p>","protected":false},"excerpt":{"rendered":"<p>El 4 de julio, el Global Cities Hub particip\u00f3 en un acto organizado por Chile, Egipto, la Rep\u00fablica de Corea, Ruman\u00eda y la Oficina del Alto Comisionado de las Naciones Unidas para los Derechos Humanos (ACNUDH) para compartir las conclusiones y debatir la aplicaci\u00f3n de las recomendaciones contenidas en el informe del ACNUDH (A\/HRC\/56\/32) presentado en el actual periodo de sesiones (56\u00ba) ... <\/p>","protected":false},"author":1,"featured_media":20158,"comment_status":"closed","ping_status":"0","sticky":false,"template":"","format":"standard","meta":{"_monsterinsights_skip_tracking":false,"_monsterinsights_sitenote_active":false,"_monsterinsights_sitenote_note":"","_monsterinsights_sitenote_category":0,"footnotes":""},"categories":[1],"tags":[],"class_list":["post-20157","post","type-post","status-publish","format-standard","has-post-thumbnail","hentry","category-news"],"yoast_head":"<!-- This site is optimized with the Yoast SEO plugin v27.4 -
