El acto reuni\u00f3 a una veintena de ciudades de ambos lados del Atl\u00e1ntico (Francia, B\u00e9lgica, Grecia, Pa\u00edses Bajos, Portugal, Espa\u00f1a, Reino Unido, Estados Unidos y Canad\u00e1), as\u00ed como a ONG y c\u00edrculos acad\u00e9micos que trabajan en este \u00e1mbito. M\u00e1s de 50 participantes tomaron parte en este di\u00e1logo transatl\u00e1ntico destinado a compartir las mejores pr\u00e1cticas en la prevenci\u00f3n del odio y el fortalecimiento de la cohesi\u00f3n social.<\/p>\n\n\n\n<p><\/p>\n\n\n\n<p>Las ciudades est\u00e1n muy preocupadas por la <strong>impacto local de la polarizaci\u00f3n general de la sociedad y el auge del extremismo<\/strong>. En Francia, lo que ha cambiado con respecto a hace unas d\u00e9cadas es que las personas que participan en los movimientos de extrema derecha son ahora de todas las clases socioecon\u00f3micas, de todas las edades y de todos los sexos. Ahora forman parte de los movimientos mundiales y se relacionan con sus hom\u00f3logos de Estados Unidos, por ejemplo. El movimiento de extrema izquierda tambi\u00e9n ha crecido, dirigi\u00e9ndose, por ejemplo, a las infraestructuras de acci\u00f3n por el clima.<\/p>\n\n\n\n<p><\/p>\n\n\n\n<p>Aunque las ciudades se enfrentan a diferentes amenazas (radicalizaci\u00f3n, terrorismo, odio religioso\/\u00e9tnico\/LGBT, tr\u00e1fico de drogas, violencia juvenil), qued\u00f3 muy claro que las ciudades se basan en medidas preventivas similares (talleres, campa\u00f1as de comunicaci\u00f3n\/concienciaci\u00f3n, mecanismos de di\u00e1logo establecidos antes de que se produzcan las crisis, etc.) que implican a un amplio abanico de agentes locales (ONG, comunidades religiosas, migrantes, sector privado, administraci\u00f3n central, etc.). <strong>Se prefieren las medidas preventivas a una respuesta de seguridad contundente<\/strong>que, de todos modos, no siempre entran dentro de sus competencias. Casi todos los alcaldes presentes se\u00f1alaron que la guerra de Gaza ten\u00eda un impacto significativo en sus comunidades locales.<\/p>\n\n\n\n<p><\/p>\n\n\n\n<p>Para garantizar <strong>sostenibilidad a pesar de los cambios en la direcci\u00f3n municipal<\/strong>, los alcaldes insistieron en la necesidad de implicar a la sociedad civil e integrar la prevenci\u00f3n en la normativa local. La prevenci\u00f3n contra el extremismo debe convertirse en un \"servicio p\u00fablico\" como cualquier otro (energ\u00eda, transporte, gesti\u00f3n de residuos, etc.).<\/p>\n\n\n\n<p><\/p>\n\n\n\n<p>Sin embargo, las ciudades son, por desgracia, completamente impotentes ante <strong>incitaci\u00f3n al odio y violencia en internet<\/strong>. Se hizo un en\u00e9rgico llamamiento para actuar y garantizar la \"responsabilidad de los medios sociales\". Se se\u00f1al\u00f3 que Canad\u00e1 ha aprobado recientemente la Online Harms Bill, que va bastante lejos en este sentido.<\/p>\n\n\n\n<p><\/p>\n\n\n\n<p>El tema de <strong>violencia contra cargos electos<\/strong> tambi\u00e9n se debati\u00f3 ampliamente. Se subray\u00f3 que los cargos electos locales suelen estar m\u00e1s \"expuestos\" a la incitaci\u00f3n al odio y a la consiguiente violencia, ya que est\u00e1n en contacto diario con la poblaci\u00f3n.
