Transformar la gobernanza mundial<\/strong><strong><\/strong><\/p>\n\n\n\n<p>Para poder hacer frente a los retos mundiales de hoy y de ma\u00f1ana necesitamos un sistema de gobernanza mundial eficaz basado en el principio del multilateralismo integrador. Un multilateralismo integrador y eficaz requiere un enfoque de gobernanza integral en el que los distintos niveles de gobierno se complementen y refuercen mutuamente.<\/p>\n\n\n\n<p>Dada la urbanizaci\u00f3n del mundo, las generaciones futuras ser\u00e1n predominantemente urbanas, y sus necesidades ser\u00e1n satisfechas cada vez m\u00e1s por los gobiernos locales que lideran el desarrollo de las zonas urbanas. Para que esto ocurra, es necesario que se produzca un di\u00e1logo y un intercambio significativos con los gobiernos locales a escala internacional.<\/p>\n\n\n\n<p>Los gobiernos locales y regionales (GLR) tienen la capacidad de conectar los debates pol\u00edticos internacionales con la acci\u00f3n sobre el terreno, porque est\u00e1n cerca de su poblaci\u00f3n, conocen los entornos locales y regionales en los que operan y son responsables de aplicar muchas de las pol\u00edticas y acuerdos mundiales aprobados por los Estados. Por ejemplo, los l\u00edderes locales\/regionales pueden ayudar a abordar los retos mundiales concienciando a la poblaci\u00f3n y fomentando cambios de comportamiento mediante consultas y procesos participativos a su nivel.<\/p>\n\n\n\n<p>Los GLR tienen que participar en el establecimiento de la agenda internacional porque la aplicaci\u00f3n tambi\u00e9n acaba en su nivel. De hecho, los GLR est\u00e1n en primera l\u00ednea a la hora de gestionar las consecuencias de las cuestiones transnacionales. Quieren contribuir a formar el entorno pol\u00edtico en el que deben operar. As\u00ed pues, su papel no debe limitarse \u00fanicamente al de ejecutor. Los GLR tambi\u00e9n pueden ser socios \u00e1giles y r\u00e1pidos con capacidad de respuesta en tiempos de crisis. Las actuaciones de los GLR pueden complementar y ampliar las de los gobiernos centrales, y contribuir a la consecuci\u00f3n de objetivos mundiales clave, como los Objetivos de Desarrollo Sostenible (ODS) o el Acuerdo de Par\u00eds.<\/p>\n\n\n\n<p>Sin embargo, los GLR no tienen estatus formal en la ONU. Pueden participar en las reuniones de la ONU si se les invita como oradores invitados para un acto concreto, si est\u00e1n acreditados a trav\u00e9s de una red de ciudades que tenga estatus de ONG ante el ECOSOC o si se les invita a formar parte de una delegaci\u00f3n nacional de su Estado. El Global Cities Hub ha animado a los Estados a incluir a los GLR en sus delegaciones, por ejemplo en el EPU o en el Foro Mundial de Refugiados.<\/p>\n\n\n\n<p><strong>Para permitir la participaci\u00f3n sostenible de los GLR y, por tanto, lograr un multilateralismo eficaz e integrador, el Global Cities Hub sugiere dos pasos importantes:<\/strong><\/p>\n\n\n\n<p><strong>1) Establecer un estatus espec\u00edfico de la ONU para los GRL, que les permita participar en reuniones espec\u00edficas sobre sus propios derechos, con su propia voz. <\/strong><strong>As\u00ed pues, los Estados podr\u00edan reflexionar sobre la creaci\u00f3n de un <u>estado general<\/u> para los GLR, permiti\u00e9ndoles participar en el trabajo de la ONU en t\u00e9rminos similares al estatus de ONG del ECOSOC. Esta opci\u00f3n implicar\u00eda la adopci\u00f3n de una resoluci\u00f3n de la AGNU o del ECOSOC.<\/strong><\/p>\n\n\n\n<p><strong>2) considerar la posibilidad de elevar el Foro de Alcaldes en la jerarqu\u00eda de la ONU y consolidar y desarrollar este Foro como principal punto de entrada de los alcaldes de todo el mundo en el sistema de la ONU. Si bien el Foro de Alcaldes es actualmente un \u00f3rgano subsidiario del Comit\u00e9 de Desarrollo Urbano, Vivienda y Ordenaci\u00f3n del Territorio de la CEPE, podr\u00eda transformarse en un \u00f3rgano subsidiario de la AG\/ECOSOC y adquirir car\u00e1cter mundial.
