En la sesi\u00f3n de la ma\u00f1ana hubo un debate entre redes\/organizaciones de ciudades y, por la tarde, representantes de organizaciones internacionales (OI) se unieron a la reuni\u00f3n.<\/p>\n<p><\/p>\n<p><\/p>\n<p>Por la ma\u00f1ana, todos los participantes coincidieron en la existencia de una paradoja institucional urbana (es decir, las ciudades est\u00e1n en primera l\u00ednea para responder a muchos retos mundiales, pero siguen estando muy poco representadas en la escena internacional). De ah\u00ed que se debatiera qu\u00e9 t\u00e1ctica utilizar para abordar esta paradoja: \u00bfrevoluci\u00f3n o cambios dentro del sistema? En este sentido, GCH afirm\u00f3 su voluntad de seguir trabajando dentro del sistema multilateral, respetando sus normas, encontrando puntos de entrada para promover la participaci\u00f3n de los GLR y abogando tambi\u00e9n por la creaci\u00f3n de un nuevo estatus para los gobiernos locales y regionales (GLR) en la ONU.<\/p>\n<p><\/p>\n<p><\/p>\n<p>Se abordaron diversas cuestiones en relaci\u00f3n con la participaci\u00f3n de los GLR en el multilateralismo, entre ellas: qu\u00e9 GLR se comprometen internacionalmente y por qu\u00e9 razones; la cuesti\u00f3n de si las redes de ciudades representan o no a sus miembros; el valor a\u00f1adido de implicar y capacitar a las administraciones municipales para garantizar un compromiso sostenible de las ciudades; el papel potencial de las redes nacionales de ciudades; la necesidad de reflexionar sobre lo que podr\u00edan hacer los GLR si consiguieran un \"asiento en la mesa\"; la importancia crucial de comprometerse con los Estados, a pesar de las posibles tensiones entre los GLR y su Estado central.<\/p>\n<p><\/p>\n<p><\/p>\n<p>En general, se consider\u00f3 que las redes\/organizaciones de ciudades participantes estaban dispuestas a cooperar m\u00e1s para alcanzar objetivos compartidos. Por ello, el GCH insisti\u00f3 en la importancia de elaborar una narrativa com\u00fan para convencer a los Estados del valor a\u00f1adido que la participaci\u00f3n de los GLR puede aportar al multilateralismo, no s\u00f3lo en temas urbanos, sino m\u00e1s ampliamente en la gobernanza global de los retos.<\/p>\n<p><\/p>\n<p><\/p>\n<p>Por la tarde, se abord\u00f3 la relaci\u00f3n triangular entre las OI, los GLR y las redes de ciudades. Se hizo referencia al Grupo Asesor del Secretario General de las Naciones Unidas sobre los GLR, que ofrece una oportunidad sin precedentes para promover un multilateralismo integrador, en red y eficaz. El objetivo general de los AGLRG es asesorar al SG de la ONU sobre c\u00f3mo mejorar la coordinaci\u00f3n y la colaboraci\u00f3n entre los GLR y el sistema de la ONU. Los AGLRG presentar\u00e1n cuatro resultados, entre ellos un informe pol\u00edtico y recomendaciones al SG en v\u00edsperas de la Cumbre del Futuro. Los pr\u00f3ximos 3-6 meses representan una oportunidad real para inyectar nuevas ideas y consideraciones al proceso a trav\u00e9s de la secretar\u00eda (ONU-H\u00e1bitat) o de los 15 alcaldes participantes.<\/p>\n<p><\/p>\n<p><\/p>\n<p>En la conversaci\u00f3n subsiguiente se expusieron diversas buenas pr\u00e1cticas de las OI, que cada vez son m\u00e1s conscientes de la importancia de colaborar con los GLR y sus redes para alcanzar objetivos globales. Aunque nadie discute la necesidad de que las OI colaboren con los GLR en proyectos concretos o sobre el terreno (en particular, en el caso de las OI operativas), los participantes subrayaron que, sin embargo, resulta mucho m\u00e1s dif\u00edcil incluir a los GLR a nivel pol\u00edtico y\/o de gobernanza, ya que estos \u00e1mbitos siguen siendo prerrogativa de los Estados.<\/p>\n<p><\/p>\n<p><\/p>\n<p>Incluso en los casos en que las organizaciones internacionales se esfuerzan por incluir a los GLR en el \u00e1mbito de la pol\u00edtica y la gobernanza, se enfrentan a dificultades a la hora de seleccionarlos (\u00bfc\u00f3mo seleccionarlos?, \u00bfqu\u00e9 ocurre con los GLR de un color pol\u00edtico distinto al del gobierno central?) En relaci\u00f3n con la selecci\u00f3n de los GLR, las redes de ciudades pueden ayudar realmente a las OI. Y tambi\u00e9n pueden ayudar en otros frentes, como en la localizaci\u00f3n y aplicaci\u00f3n de agendas globales, en decir cosas que la ONU no puede decir, en ayudar a desarrollar y difundir diversos tipos de directrices. \u00bfQuiz\u00e1s las redes de ciudades tambi\u00e9n podr\u00edan ayudar a las OI a desplegar operaciones de manera m\u00e1s eficaz en tiempos de crisis, en particular en lugares donde las OI no tienen presencia previa? Un punto esencial en el que hicieron hincapi\u00e9 las redes de ciudades fue la necesidad de que las OI faciliten el acceso de los GRL a la financiaci\u00f3n internacional.<\/p>\n<p><\/p>\n<p><\/p>\n<p>En general, el retiro anual del GCH consigui\u00f3 reunir a las redes de ciudades y organizaciones internacionales pertinentes, fomentando un sentimiento de comunidad entre actores que comparten intereses y objetivos similares. A pesar de su creaci\u00f3n relativamente reciente, el GCH fue reconocido como un actor cre\u00edble en la Ginebra internacional, con potencial para tender puentes entre las redes\/organizaciones de ciudades y las OI con sede en Ginebra.
