El Global Cities Hub particip\u00f3 activamente en las deliberaciones orales y present\u00f3 una posici\u00f3n escrita sobre el nuevo texto de negociaci\u00f3n (disponible en <a href=\"https:\/\/apps.who.int\/gb\/inb\/pdf_files\/INB7-written-statements\/gch.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">aqu\u00ed<\/a>).<\/p>\n\n\n\n<p>Ha transcurrido a\u00f1o y medio desde que el INB inici\u00f3 sus trabajos. Los Estados han revisado varios textos y ahora est\u00e1n de acuerdo en que el <a href=\"https:\/\/apps.who.int\/gb\/inb\/pdf_files\/inb7\/A_INB7_3-en.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">proyecto de texto actual<\/a> constituye una base aceptable para negociar un nuevo acuerdo de la OMS sobre pandemias. Dicho esto, las posiciones siguen siendo muy divergentes sobre varias disposiciones del actual proyecto de texto. Las partes interesadas pod\u00edan presentar sus puntos de vista, por lo que el GCH hizo sus aportaciones bas\u00e1ndose en el<a href=\"https:\/\/globalparliamentofmayors.org\/mayors_declaration_pandemic_preparednes\/\" target=\"_blank\" rel=\"noreferrer noopener\">Declaraci\u00f3n de los Alcaldes para mejorar la prevenci\u00f3n, preparaci\u00f3n y respuesta ante una pandemia\".<\/a>cofacilitado por el Parlamento Mundial de Alcaldes.<\/p>\n\n\n\n<p>En nuestra intervenci\u00f3n, animamos a los Estados a considerar mejor el papel y las perspectivas de los gobiernos locales y regionales (GLR) en el borrador del acuerdo sobre pandemias para garantizar que mejora la equidad no s\u00f3lo entre los Estados, sino tambi\u00e9n dentro de ellos. Recordamos que los GLR deben participar en el dise\u00f1o y la aplicaci\u00f3n de respuestas adecuadas a futuras pandemias y que el acuerdo sobre pandemias debe guiarse por un enfoque de todo el gobierno para garantizar la coherencia pol\u00edtica y la aplicaci\u00f3n efectiva entre todos los sectores y niveles de gobierno. Los GLR est\u00e1n bien situados para garantizar que nadie se quede atr\u00e1s. Aunque acogemos con satisfacci\u00f3n las referencias del texto actual al nivel subnacional y a la equidad dentro de los Estados, sugerimos que se refuercen estas \u00faltimas para garantizar una aplicaci\u00f3n efectiva a nivel local.<\/p>\n\n\n\n<p>Como ha demostrado la pandemia de Covid-19, los GLR est\u00e1n bien situados para aplicar las pol\u00edticas y normativas nacionales; prevenir y contener la propagaci\u00f3n de enfermedades; proporcionar la informaci\u00f3n adecuada a la poblaci\u00f3n; ayudar y proteger a las personas en situaci\u00f3n vulnerable; recopilar datos; y promover la recuperaci\u00f3n socioecon\u00f3mica. En consecuencia, es necesario hacer referencia al papel de los GLR en el acuerdo sobre la pandemia para garantizar una PPPR eficaz.<\/p>\n\n\n\n<p>El GCH tambi\u00e9n present\u00f3 propuestas escritas para su consideraci\u00f3n por parte de los Estados negociadores, reconociendo que los entornos urbanos son especialmente vulnerables a las enfermedades infecciosas y las epidemias, y que, por lo tanto, las ciudades, las autoridades locales y las comunidades tienen un importante papel que desempe\u00f1ar en la prevenci\u00f3n, preparaci\u00f3n y respuesta a las emergencias sanitarias.
