El GCH pidi\u00f3 a los Estados que establecieran un nuevo estatus para los GLR en la ONU, con el fin de facilitar su compromiso con el sistema de derechos humanos de la ONU.<\/p>\n\n\n\n<p>La reuni\u00f3n brind\u00f3 la oportunidad de escuchar a representantes de gobiernos locales y regionales (distrito de Afadzato - Ghana, Bogot\u00e1-Colombia y Canelones - Uruguay) c\u00f3mo se relacionan con los derechos humanos y qu\u00e9 hacen para aplicarlos en sus respectivos territorios. El desarrollo de capacidades es claramente necesario para garantizar que haya coherencia pol\u00edtica en todos los niveles de gobierno, que los GLR tengan una mejor comprensi\u00f3n de los derechos humanos y la experiencia necesaria para cumplir con sus responsabilidades en una amplia gama de \u00e1mbitos (vivienda, agua y saneamiento, lucha contra la discriminaci\u00f3n, educaci\u00f3n, salud, derecho a protestas pac\u00edficas, etc.).<\/p>\n\n\n\n<p>Aunque la capacitaci\u00f3n de los GLR es necesaria, no es suficiente. Tambi\u00e9n son necesarios m\u00e1s puntos de entrada en los sistemas de derechos humanos de las Naciones Unidas para implicar plenamente a los GLR y facilitar su contribuci\u00f3n a mecanismos internacionales como el Examen Peri\u00f3dico Universal, los Procedimientos Especiales, los \u00f3rganos de los Tratados, pero tambi\u00e9n a mecanismos nacionales como el Consejo de Derechos Humanos.&nbsp;<a href=\"https:\/\/www.ohchr.org\/en\/treaty-bodies\/national-mechanisms-implementation-reporting-and-follow\" target=\"_blank\" rel=\"noreferrer noopener\">NMIRFs<\/a>. El Comisionado Adjunto para los Derechos Humanos de la ciudad de Nueva York y Miloon Kothari, antiguo Relator Especial de la ONU sobre el derecho a la vivienda, presentaron valiosas recomendaciones concretas (participaci\u00f3n de los GLR en los ex\u00e1menes de los \u00f3rganos de tratados de los Estados o en las misiones a los pa\u00edses de los Relatores Especiales).<\/p>\n\n\n\n<p>Adem\u00e1s, con el fin de implicar a los GLR de una manera m\u00e1s sostenible y eficaz, el GCH present\u00f3 la audaz propuesta de crear un nuevo estatus para los GLR en la ONU, de modo que puedan participar en las reuniones de la ONU con voz propia. Un estatus similar al de las ONG del ECOSOC, pero sin embargo diferente, dada la naturaleza distinta de los GLR. Los GLR no pertenecen a la sociedad civil.
