{"id":18667,"date":"2023-06-30T13:45:00","date_gmt":"2023-06-30T11:45:00","guid":{"rendered":"https:\/\/www.genevacitieshub.org\/?p=18667"},"modified":"2023-07-04T13:59:05","modified_gmt":"2023-07-04T11:59:05","slug":"the-who-universal-health-and-preparedness-review-should-include-local-and-regional-governments","status":"publish","type":"post","link":"https:\/\/globalcitieshub.org\/es\/the-who-universal-health-and-preparedness-review-should-include-local-and-regional-governments\/","title":{"rendered":"El Examen Universal de la Salud y la Preparaci\u00f3n de la OMS deber\u00eda incluir a los gobiernos locales y regionales"},"content":{"rendered":"<p>El 30 de junio, Geneva Cities Hub present\u00f3 su contribuci\u00f3n al <a href=\"https:\/\/www.genevacitieshub.org\/en\/world-health-organization-who\/\">Organizaci\u00f3n Mundial de la Salud (OMS),<\/a> en relaci\u00f3n con el establecimiento de un nuevo mecanismo, el <a href=\"https:\/\/www.who.int\/emergencies\/operations\/universal-health---preparedness-review\" target=\"_blank\" rel=\"noreferrer noopener\">Revisi\u00f3n Universal de la Salud y la Preparaci\u00f3n (UHPR).<\/a><\/p>\n\n\n\n<p>El UHPR es un nuevo mecanismo en el que los pa\u00edses acuerdan una revisi\u00f3n voluntaria, peri\u00f3dica y transparente de sus capacidades nacionales integrales de salud y preparaci\u00f3n, y se comprometen a reforzar r\u00e1pidamente la preparaci\u00f3n y respuesta ante emergencias sanitarias. Se trata de un proceso intergubernamental dirigido por los Estados Miembros de la OMS que eleva estas cuestiones a los m\u00e1s altos niveles de gobierno. El UHPR forma parte de la propuesta de la OMS para reforzar la arquitectura mundial de preparaci\u00f3n, respuesta y resiliencia ante emergencias sanitarias, basada en los principios de equidad, inclusi\u00f3n y coherencia. <\/p>\n\n\n\n<p>Del mismo modo que el GCH promueve la participaci\u00f3n de los gobiernos locales y regionales (GLR) en el Examen Peri\u00f3dico Universal del Consejo de Derechos Humanos de la ONU (v\u00e9ase <a href=\"https:\/\/www.genevacitieshub.org\/en\/the-coalition-for-local-and-regional-governments-in-upr-publishes-upr-tips-for-lrgs\/\">\"Consejos para los GLR en el EPU\"<\/a>), el GCH hace un llamamiento a la Secretar\u00eda de la OMS y a los Estados para que garanticen que el principio de \"todo el gobierno\" no s\u00f3lo incluya a todos los ministerios pertinentes en el UHPR, sino tambi\u00e9n a los distintos niveles de gobierno de un pa\u00eds determinado. De hecho, el GCH considera que los GLR son actores esenciales a la hora de mejorar y reforzar las capacidades de preparaci\u00f3n para emergencias sanitarias y que deben ser incluidos. Por lo tanto, el GCH anima a los Estados a que, en primer lugar y ante todo, impliquen a los GLR en la fase de revisi\u00f3n nacional y tambi\u00e9n a que permitan su participaci\u00f3n en la fase de revisi\u00f3n global por pares.<\/p>\n\n\n\n<p>Concretamente, el GCH anima a los Estados a consultar a los GLR en el proceso de consulta nacional relativo a la redacci\u00f3n del informe nacional, a incluirlos en la delegaci\u00f3n nacional que presenta el informe a nivel internacional y a consultar a los GLR sobre los resultados y el seguimiento del UHPR.
