La contaminaci\u00f3n por pl\u00e1sticos tiene un impacto devastador en el planeta y las ciudades se ven especialmente afectadas por esta dif\u00edcil situaci\u00f3n y se enfrentan a importantes retos a la hora de hacer frente a los residuos pl\u00e1sticos.<\/p>\n\n\n\n<p>Desde el inicio de las negociaciones internacionales relacionadas con un nuevo tratado sobre la contaminaci\u00f3n por pl\u00e1sticos, el Centro de Ciudades de Ginebra ha organizado sesiones informativas para los GLR, proporcion\u00e1ndoles informaci\u00f3n sobre el proceso en s\u00ed y sobre c\u00f3mo los GLR pueden seguir y\/o contribuir a las negociaciones en curso.<\/p>\n\n\n\n<p>Por delante de la 2<sup>nd<\/sup> reuni\u00f3n del Comit\u00e9 Intergubernamental de Negociaci\u00f3n (INC-2, Par\u00eds, 29 de mayo - 2 de junio de 2023), cuyo objetivo es alcanzar un acuerdo sobre el primer borrador de un nuevo tratado internacional para luchar contra la contaminaci\u00f3n por pl\u00e1sticos, el webinar del GCH se centr\u00f3 en el INC-2 <a href=\"https:\/\/wedocs.unep.org\/bitstream\/handle\/20.500.11822\/42190\/K2304607E%20-%20UNEP-PP-INC.2-4%20-%20Advance%20-%2013.04.23.pdf?sequence=1&amp;isAllowed=y\">documento de referencia<\/a>s (tambi\u00e9n llamado \"papel de opci\u00f3n\", disponible <a href=\"https:\/\/wedocs.unep.org\/bitstream\/handle\/20.500.11822\/42190\/K2304607E%20-%20UNEP-PP-INC.2-4%20-%20Advance%20-%2013.04.23.pdf?sequence=1&amp;isAllowed=y\">aqu\u00ed<\/a>).<\/p>\n\n\n\n<p>Los oradores debatieron sobre c\u00f3mo incluir a los GLR en el proceso y c\u00f3mo pueden interactuar con la secretar\u00eda del INC-2 y los negociadores de los Estados miembros. <strong>Brenda Koekkoek<\/strong> de la secretar\u00eda del PNUMA, explic\u00f3 el contenido de este documento de opci\u00f3n, que hace varias referencias a acciones a escala local y regional. Aunque la gesti\u00f3n de residuos es la responsabilidad m\u00e1s obvia de las autoridades locales, no es el \u00fanico \u00e1mbito en el que los GLR pueden ofrecer soluciones ampliables.<\/p>\n\n\n\n<p>Los negociadores de los Estados miembros compartieron sus opiniones y expectativas sobre el proceso. Mencionaron la importancia de un proceso inclusivo. <strong>Erlend A. Haugen<\/strong> de Noruega anim\u00f3 a los GLR a compartir sus experiencias y conocimientos para informar las negociaciones de forma coordinada. La coordinaci\u00f3n entre las partes interesadas tambi\u00e9n es importante para garantizar que se presenta una voz unificada a los negociadores del INC-2. Durante el seminario web, los ponentes sugirieron diversas formas de participaci\u00f3n en el proceso, como la presentaci\u00f3n de propuestas por escrito, la asistencia a actos de divulgaci\u00f3n y la colaboraci\u00f3n con los negociadores y los puntos focales nacionales.<\/p>\n\n\n\n<p><strong>Magash Nandoo<\/strong> de ICLEI se refiri\u00f3 al llamamiento de ICLEI a la participaci\u00f3n de las ciudades en el tratado sobre el pl\u00e1stico y subray\u00f3 la necesidad de transmitir mensajes claros y concisos a los Estados negociadores.
