Gracias al trabajo de las agencias y organizaciones internacionales y a la creciente comprensi\u00f3n por parte de los Estados de la importancia de incluirlos, tres resoluciones significativas mencionan el papel y las actividades de los GLR en relaci\u00f3n con la implementaci\u00f3n de los ODS y la Agenda 2030. La Oficina del Alto Comisionado de las Naciones Unidas para los Derechos Humanos (OACDH), a la que se pide que act\u00fae o facilite la aplicaci\u00f3n de estos textos (v\u00e9ase m\u00e1s adelante), tiene la obligaci\u00f3n de consultar e interactuar con los GLR de todo el mundo, creando as\u00ed nuevas posibilidades de contribuir y dar forma al impacto de las resoluciones. En cumplimiento de su mandato, la OACDH puede realizar consultas directas mediante la publicaci\u00f3n de una \"convocatoria de propuestas\" en su sitio web o a trav\u00e9s de las redes de los GLR:<\/p>\n\n\n\n<ol class=\"wp-block-list\" type=\"1\">\n<li><strong>Informe sobre el papel de la prestaci\u00f3n de servicios p\u00fablicos, consultando a los gobiernos locales.<\/strong> En virtud de los apartados 10 y 11 de la parte dispositiva de la resoluci\u00f3n <a href=\"https:\/\/documents-dds-ny.un.org\/doc\/UNDOC\/LTD\/G23\/055\/78\/PDF\/G2305578.pdf?OpenElement\" target=\"_blank\" rel=\"noreferrer noopener\">A\/HRC\/52\/L.6<\/a>pide el Consejo de Derechos Humanos:<\/li>\n<\/ol>\n\n\n\n<p>(...)a la OACDH que prepare un informe sobre el papel de la prestaci\u00f3n de servicios p\u00fablicos en la promoci\u00f3n y protecci\u00f3n de los derechos humanos y en el logro de los ODS, incluso en relaci\u00f3n con la protecci\u00f3n de las personas en situaci\u00f3n de vulnerabilidad, que refleje las mejores pr\u00e1cticas, los desaf\u00edos y las recomendaciones para ayudar a los gobiernos nacionales a prestar un servicio p\u00fablico transparente, responsable y eficiente, y que presente el informe; al preparar el informe mencionado, la OACDH deber\u00eda solicitar aportaciones, entre otras cosas <strong>de los gobiernos locales<\/strong>, (...)\"<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Convocatoria de una mesa redonda en marzo de 2024 sobre la realizaci\u00f3n de los derechos econ\u00f3micos, sociales y culturales, abierta a las autoridades locales.<\/strong> (v\u00e9ase el punto 27 de la parte dispositiva del <a href=\"https:\/\/documents-dds-ny.un.org\/doc\/UNDOC\/LTD\/G23\/056\/37\/PDF\/G2305637.pdf?OpenElement\" target=\"_blank\" rel=\"noreferrer noopener\">A\/HRC\/52\/L.11<\/a> ) Aqu\u00ed el Consejo de Derechos Humanos solicita :<\/li>\n<\/ul>\n\n\n\n<p><em>\".... <\/em>a la Alta Comisionada de las Naciones Unidas para los Derechos Humanos que convoque en su quincuag\u00e9simo quinto per\u00edodo de sesiones una mesa redonda, accesible a las personas con discapacidad y abierta a la participaci\u00f3n de los Estados, las autoridades locales, los \u00f3rganos creados en virtud de tratados pertinentes y los procedimientos especiales del Consejo de Derechos Humanos, el mundo acad\u00e9mico, la sociedad civil y otras partes interesadas pertinentes, sobre los retos y las buenas pr\u00e1cticas para reforzar el ejercicio del derecho a la seguridad social y para la creaci\u00f3n, financiaci\u00f3n y aplicaci\u00f3n de pol\u00edticas p\u00fablicas y servicios p\u00fablicos de calidad como instrumentos clave para la realizaci\u00f3n de los derechos econ\u00f3micos, sociales y culturales;\".<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Tres reuniones entre sesiones de un d\u00eda de duraci\u00f3n para el di\u00e1logo y la cooperaci\u00f3n en materia de derechos humanos y la Agenda 2030 para el Desarrollo Sostenible <\/strong>(v\u00e9ase el punto 1 de la parte dispositiva del <a href=\"https:\/\/documents-dds-ny.un.org\/doc\/UNDOC\/LTD\/G23\/056\/64\/PDF\/G2305664.pdf?OpenElement\" target=\"_blank\" rel=\"noreferrer noopener\">A\/HRC\/52\/L.20<\/a>) Aqu\u00ed el Consejo de Derechos Humanos decide:<\/li>\n<\/ul>\n\n\n\n<p>\".... organizar tres reuniones entre per\u00edodos de sesiones de un d\u00eda de duraci\u00f3n para el di\u00e1logo y la cooperaci\u00f3n en materia de derechos humanos y la Agenda 2030 para el Desarrollo Sostenible, que proporcionar\u00e1n un espacio para que los Estados, los mecanismos pertinentes de derechos humanos de las Naciones Unidas y regionales, los organismos, fondos y programas de las Naciones Unidas, las instituciones nacionales de derechos humanos, los gobiernos locales y regionales y las organizaciones de la sociedad civil compartan voluntariamente buenas pr\u00e1cticas, logros, desaf\u00edos y lecciones aprendidas en relaci\u00f3n con enfoques integrados y sensibles al g\u00e9nero en la promoci\u00f3n y protecci\u00f3n de los derechos humanos y la aplicaci\u00f3n de la Agenda 2030;\"<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Examen Peri\u00f3dico Universal de los Estados y los GLR<\/strong><\/li>\n<\/ul>\n\n\n\n<p>Adem\u00e1s de las peticiones espec\u00edficas de las resoluciones, el Consejo de Derechos Humanos tambi\u00e9n est\u00e1 fomentando la participaci\u00f3n de los GLR en el proceso del Examen Peri\u00f3dico Universal. En la ronda de ex\u00e1menes del EPU recientemente finalizada, la OACDH y otros organismos de las Naciones Unidas (como ONU-H\u00e1bitat) animaron a T\u00fanez, Ecuador, Finlandia, India, Filipinas y otros pa\u00edses a incluir a sus gobiernos locales y regionales en su preparaci\u00f3n para el Examen Peri\u00f3dico Universal.
