{"id":18331,"date":"2023-03-29T15:04:00","date_gmt":"2023-03-29T13:04:00","guid":{"rendered":"https:\/\/www.genevacitieshub.org\/?p=18331"},"modified":"2023-04-05T09:26:15","modified_gmt":"2023-04-05T07:26:15","slug":"new-multilateralism-requires-engaging-with-local-regional-governments-providing-them-with-a-status-at-the-un","status":"publish","type":"post","link":"https:\/\/globalcitieshub.org\/es\/new-multilateralism-requires-engaging-with-local-regional-governments-providing-them-with-a-status-at-the-un\/","title":{"rendered":"El \"nuevo multilateralismo\" requiere el compromiso de los gobiernos locales y regionales y dotarles de un estatus en la ONU"},"content":{"rendered":"<p>El 29 de marzo de 2023, Anh Thu Duong, codirectora del GCH, particip\u00f3 en una mesa redonda de aprendizaje entre pares dedicada al ODS 11 (ciudades y comunidades sostenibles), celebrada en el marco de la Cumbre Mundial sobre el Desarrollo Sostenible. <a href=\"https:\/\/regionalforum.unece.org\/events\/regional-forum-2023\">Foro Regional de la CEPE sobre Desarrollo Sostenible<\/a>. El acto ofreci\u00f3 a los Estados la oportunidad de escuchar a ciudades de la regi\u00f3n de Europa y Asia Central (Atenas, Bishkek, Bonn, Londres, Madrid, Tirana) lo que hacen para localizar los ODS y alcanzar el ODS 11 en particular.<\/p>\n\n\n\n<p>Los retos a los que deben hacer frente las ciudades son numerosos: el cambio clim\u00e1tico, la p\u00e9rdida de biodiversidad, la gesti\u00f3n de residuos, el aumento de los precios de la energ\u00eda, el acceso a una vivienda adecuada y asequible, la cohesi\u00f3n social, la salud p\u00fablica, la movilidad urbana, la migraci\u00f3n masiva, etc. Todos ellos est\u00e1n relacionados con los ODS y existe una importante congruencia entre la Agenda 2030 mundial y las respectivas agendas locales de las ciudades. La sostenibilidad ocupa un lugar central en las estrategias, planes y programas de las ciudades, pero se adapta a cada contexto. En Londres, por ejemplo, la zona de emisiones ultrabajas implantada ha tenido un impacto dr\u00e1stico en la reducci\u00f3n de la contaminaci\u00f3n atmosf\u00e9rica. En Bonn, la estrategia de sostenibilidad es amplia y abarca 6 \u00e1mbitos de actuaci\u00f3n, pero su aplicaci\u00f3n empieza en realidad a nivel de barrio, con peque\u00f1as acciones, para garantizar un buen compromiso social. Todas las ciudades que intervinieron subrayaron la necesidad de ser flexibles y \u00e1giles para responder eficazmente a estos retos. Para ello, a veces las ciudades tienen que ir m\u00e1s all\u00e1 de sus competencias o ser muy creativas.  Es el caso de Albania, que se refiri\u00f3 a su compromiso con la alimentaci\u00f3n y a c\u00f3mo promov\u00eda los v\u00ednculos entre la agricultura local y la ciudad, la reducci\u00f3n del desperdicio de alimentos, programas de dieta m\u00e1s sana en guarder\u00edas y jardines de infancia, etc.<\/p>\n\n\n\n<p>Aunque muy diferentes, Jos\u00e9 Pedro Reis, de Londres, record\u00f3 hasta qu\u00e9 punto los retos a los que se enfrentan las ciudades son similares. Tambi\u00e9n subray\u00f3 que, en la mayor\u00eda de los casos, el enfoque adoptado por las ciudades era pragm\u00e1tico, eficaz e innovador. De ah\u00ed la utilidad de sus contribuciones a escala internacional. El ODS11 ofrece una oportunidad fant\u00e1stica para que los Estados se comprometan con las ciudades de manera sostenible, en temas concretos que est\u00e1n en el coraz\u00f3n de la vida cotidiana de los habitantes urbanos. Por ello, Anh Thu Duong pidi\u00f3 a los Estados que presentar\u00e1n Ex\u00e1menes Nacionales Voluntarios en el Foro Pol\u00edtico de Alto Nivel que se celebrar\u00e1 en julio en Nueva York que consulten a sus ciudades sobre los progresos realizados en relaci\u00f3n con el ODS 11, que las incluyan en sus delegaciones nacionales o incluso que permitan a sus gobiernos locales y regionales acreditarse a t\u00edtulo personal. \"<em>El Geneva Cities Hub est\u00e1 convencido de que el nuevo multilateralismo requiere la creaci\u00f3n de un nuevo estatus para que los gobiernos locales y regionales participen en el trabajo de la ONU.
