El objetivo era que la Mesa y los Estados miembros invitaran a las partes interesadas a formular observaciones sobre la <a href=\"https:\/\/apps.who.int\/gb\/inb\/pdf_files\/inb4\/A_INB4_3-en.pdf\">calado cero<\/a>.<\/p>\n<p><\/p>\n<p>El GCH aprovech\u00f3 esta oportunidad para recordar el valor a\u00f1adido de los gobiernos locales y regionales (GLR) en procesos multilaterales como \u00e9ste. Subray\u00f3 el papel crucial de los GLR en la prevenci\u00f3n, preparaci\u00f3n y respuesta a las pandemias y el hecho de que las ciudades y los entornos urbanos son especialmente vulnerables a las enfermedades infecciosas y las epidemias. Aunque el borrador cero ya incluye algunas referencias a las autoridades locales y a la acci\u00f3n a nivel local, el GCH sugiri\u00f3 la introducci\u00f3n de un nuevo principio rector dedicado al enfoque de todo el gobierno, que garantice que no s\u00f3lo participen varias \u00e1reas de gobierno, sino tambi\u00e9n todos los niveles de gobierno.
