{"id":18069,"date":"2022-11-29T12:07:34","date_gmt":"2022-11-29T11:07:34","guid":{"rendered":"https:\/\/www.genevacitieshub.org\/?p=18069"},"modified":"2022-12-06T15:21:49","modified_gmt":"2022-12-06T14:21:49","slug":"when-business-meets-human-rights-at-the-local-level","status":"publish","type":"post","link":"https:\/\/globalcitieshub.org\/es\/when-business-meets-human-rights-at-the-local-level\/","title":{"rendered":"Cuando las empresas se encuentran con los derechos humanos a nivel local"},"content":{"rendered":"<p>El 11\u00ba Foro anual de la ONU sobre Empresas y Derechos Humanos se centr\u00f3 en los esfuerzos para garantizar la rendici\u00f3n de cuentas y el acceso a la reparaci\u00f3n de los abusos de los derechos humanos relacionados con las empresas, con el fin de acelerar la aplicaci\u00f3n de la Declaraci\u00f3n Universal de Derechos Humanos. <a href=\"https:\/\/www.ohchr.org\/sites\/default\/files\/Documents\/Publications\/GuidingPrinciplesBusinessHR_EN.pdf\">Principios rectores de las Naciones Unidas sobre las empresas y los derechos humanos<\/a> (UNGP). Los UNGP proporcionan un marco global para que los Estados y las empresas prevengan y aborden los efectos de las actividades empresariales sobre los derechos humanos.<\/p>\n\n\n\n<p>El 29 de noviembre de 2022, el Geneva Cities Hub (GCH), en colaboraci\u00f3n con la Misi\u00f3n de Chile ante la Oficina de la ONU en Ginebra, organiz\u00f3 el evento paralelo \"<em>Derechos humanos del pueblo rapanui durante la pandemia de Covid-19<\/em>\" para compartir las experiencias del municipio de Isla de Pascua durante el periodo de pandemia y compartir buenas pr\u00e1cticas relacionadas con la cooperaci\u00f3n con las empresas para proteger y cumplir los derechos humanos en la isla. La Embajadora Claudia Fuentes Julio, Representante Permanente de Chile ante la Oficina de las Naciones Unidas en Ginebra, dirigi\u00f3 el debate. Las diversas restricciones e interrupciones sanitarias provocaron un aislamiento virtual de la isla durante tres a\u00f1os. Esto fue especialmente llamativo en los \u00e1mbitos del transporte, el comercio, las telecomunicaciones, el agua y el saneamiento, y la producci\u00f3n de energ\u00eda, entre otras necesidades b\u00e1sicas.<\/p>\n\n\n\n<p>Este evento paralelo proporcion\u00f3 una visi\u00f3n de las pr\u00e1cticas en Chile, en particular en relaci\u00f3n con el pueblo Rapa Nui, para facilitar el v\u00ednculo entre las empresas y los pueblos nativos, el papel de las pol\u00edticas p\u00fablicas para establecer marcos de interacci\u00f3n, y los desaf\u00edos que enfrentan las autoridades locales. Se discuti\u00f3 el papel del gobierno local en el establecimiento de v\u00ednculos operativos con las empresas, incluida LATAM, que ayudaron en la prestaci\u00f3n de servicios fundamentales necesarios para el cumplimiento de los derechos humanos.<\/p>\n\n\n\n<p>La codirectora del Centro, Anh Thu Duong, subray\u00f3 que nuestra misi\u00f3n es conectar mejor a los gobiernos locales y regionales de todo el mundo con el trabajo multilateral que se lleva a cabo aqu\u00ed en Ginebra. As\u00ed pues, dar la bienvenida al municipio de Rapa Nui y escuchar c\u00f3mo trabajan con las empresas locales y el gobierno central para hacer frente a un reto mundial como la pandemia, est\u00e1 en el centro de la misi\u00f3n del Centro de Ciudades de Ginebra. Los gobiernos locales y regionales tienen un importante papel que desempe\u00f1ar. De hecho, son los que mejor conocen las necesidades y aspiraciones de las comunidades locales, conocen el contexto local, incluidas las empresas activas en la zona, y son los que tienen la capacidad de trabajar de forma multisectorial, incluso con el sector privado.<\/p>\n\n\n\n<p>El acto confirm\u00f3 que es especialmente importante escuchar la voz de los GLR en los foros internacionales, incluidos los de empresas y derechos humanos, y fue especialmente enriquecedor contar con representantes del municipio, el gobierno central y el sector empresarial en torno a la mesa. El Sr. Benjam\u00edn Llabaca y la Sra. Havini Hey Riroroco, de la Municipalidad de Rapa Nui, explicaron que la pandemia del Covid-19 y el aislamiento tuvieron enormes consecuencias sanitarias, sociales y econ\u00f3micas. Se interrumpieron los servicios de salud, el abastecimiento de bienes de consumo y la gesti\u00f3n de residuos. Las actividades econ\u00f3micas -especialmente el turismo- se cerraron. En esta situaci\u00f3n tan particular -debida a las especificidades del tejido econ\u00f3mico de la isla-, los agentes empresariales fueron los \u00fanicos que pudieron prestar servicios b\u00e1sicos. LATAM, por ejemplo, interrumpi\u00f3 sus vuelos de pasajeros, pero mantuvo los servicios de carga a\u00e9rea que trajeron 20 millones de dosis de vacunas a la isla y 338 toneladas fuera de ella. Como dijo David Harry, la compa\u00f1\u00eda redescubri\u00f3 su vocaci\u00f3n de servir al pueblo de Rapa Nui en el sentido puro de la palabra. Rodrigo Paillalef, miembro electo del Foro Permanente para los Pueblos Ind\u00edgenas de la ONU, hizo hincapi\u00e9 en la responsabilidad de las empresas en la protecci\u00f3n, promoci\u00f3n y cumplimiento de los derechos humanos.<\/p>\n\n\n\n<p>Las intervenciones de los asistentes arrojaron luz sobre los retos en materia de derechos humanos a los que se enfrentan las comunidades locales en Nicaragua, Guam y M\u00e9xico.
