En su discurso de apertura, el Sr. Kanaan, reafirm\u00f3 que \"<em>Las ciudades desempe\u00f1an un papel cada vez m\u00e1s importante en la escena internacional, ya sea en la lucha contra el cambio clim\u00e1tico, en la gesti\u00f3n de los flujos migratorios masivos o en la reducci\u00f3n de las desigualdades sociales. D\u00e9mosles m\u00e1s espacio a nivel multilateral.<\/em>\".<\/p>\n\n\n\n<p>El GCH facilit\u00f3 la sesi\u00f3n sobre ciudades en guerra. Alcaldes de ciudades ucranianas afectadas por el conflicto (ciudades de Kharkiv, Mykolaiv, Novorodh Siverskyi, Slavutych) y representantes de la ciudad de Saida en L\u00edbano compartieron sus experiencias, preocupaciones, necesidades, as\u00ed como sus esperanzas para el futuro. Otros participantes fueron agentes internacionales con sede en Ginebra, como el <a href=\"https:\/\/www.icrc.org\/\">CICR<\/a>, <a href=\"https:\/\/unece.org\/housing\">UNECE<\/a>, <a href=\"https:\/\/www.ifrc.org\/\">FICR<\/a> y miembros de la <a href=\"https:\/\/www.urbancrises.org\/\">Alianza Mundial contra las Crisis Urbanas<\/a>.&nbsp;<\/p>\n\n\n\n<p>Aunque el tema de las ciudades en guerra es actualmente objeto de gran atenci\u00f3n internacional, se trata de una cuesti\u00f3n antigua. Fran\u00e7ois Gr\u00fcnewald, de Groupe URD, record\u00f3 que \"<em>La guerra sol\u00eda librarse entre ciudades en la antigua Grecia. Entonces, se hac\u00eda la guerra por las ciudades con ej\u00e9rcitos que intentaban conquistar estos lugares concentrando poder, riqueza, cultura. En otro periodo, la guerra se libraba contra las ciudades. Ahora, en un contexto como el ucraniano, la guerra se libra en las ciudades, imponiendo un asedio y\/o destruy\u00e9ndolas por completo\"<\/em>. A continuaci\u00f3n, Marianne Gasser habl\u00f3 del trabajo del CICR para aliviar el sufrimiento humano en contextos urbanos. Mencion\u00f3 que \"<em>La guerra urbana tiene consecuencias devastadoras. Los gobiernos locales est\u00e1n presentes antes, durante y despu\u00e9s de un conflicto armado. Por lo tanto, es importante que los actores humanitarios trabajen con ellos y que esto no comprometa el respeto de los principios humanitarios\".<\/em><\/p>\n\n\n\n<p>Los alcaldes ucranianos compartieron sus principales retos debido al conflicto armado: suministrar agua potable, reparar las infraestructuras de energ\u00eda y calefacci\u00f3n da\u00f1adas por los bombardeos, reconstruir las escuelas y las casas, organizar refugios de invierno donde la gente pueda calentarse y disponer de electricidad para recargar sus tel\u00e9fonos m\u00f3viles. Indicaron sus necesidades (equipos de excavaci\u00f3n, generadores, materiales de reparaci\u00f3n, veh\u00edculos municipales, etc.) y tambi\u00e9n se refirieron a los planes de recuperaci\u00f3n y reconstrucci\u00f3n de sus ciudades. Se hizo hincapi\u00e9 en el hecho de que los municipios ucranianos fueron de los primeros en responder al conflicto, cubriendo las necesidades humanitarias b\u00e1sicas cerca de la l\u00ednea del frente y organizando la acogida de millones de desplazados internos en zonas m\u00e1s alejadas de los combates.<\/p>\n\n\n\n<p>A pesar de ello, los municipios suelen ser ignorados por el sistema humanitario internacional, que ha sido creado para trabajar principalmente a nivel nacional. Sin embargo, hacer frente a crisis urbanas complejas se ha convertido en la nueva normalidad y los actores humanitarios internacionales necesitar\u00e1n un cambio radical en la pol\u00edtica y la pr\u00e1ctica para comprometerse de forma coherente con las autoridades locales. <a href=\"https:\/\/reliefweb.int\/report\/world\/area-based-approaches-urban-settings-compendium-case-studies-may-2019-edition\">Enfoques por zonas<\/a> (frente a los enfoques sectoriales tradicionales) est\u00e1n ganando adeptos entre el personal humanitario, pero sigue siendo complicado para los agentes humanitarios navegar por los complejos sistemas urbanos y, a la inversa, a las autoridades locales les resulta dif\u00edcil comprender las estructuras, los mecanismos y los procesos humanitarios internacionales. Otros retos son el respeto de los principios humanitarios, el hecho de que las autoridades locales cambien con el tiempo y que los donantes no est\u00e9n necesariamente dispuestos a proporcionar financiaci\u00f3n directa a los municipios.<\/p>\n\n\n\n<p>Por otra parte, algunos participantes recordaron durante el acto que existen iniciativas de solidaridad entre ciudades y que ciudades ucranianas han recibido ayuda humanitaria y de recuperaci\u00f3n directa de otras ciudades a trav\u00e9s de diversos mecanismos.
