{"id":18019,"date":"2022-11-15T13:41:27","date_gmt":"2022-11-15T12:41:27","guid":{"rendered":"https:\/\/www.genevacitieshub.org\/?p=18019"},"modified":"2022-11-23T15:44:44","modified_gmt":"2022-11-23T14:44:44","slug":"lrgs-have-a-unique-role-to-play-in-the-upr","status":"publish","type":"post","link":"https:\/\/globalcitieshub.org\/es\/lrgs-have-a-unique-role-to-play-in-the-upr\/","title":{"rendered":"Los municipios tienen un papel \u00fanico en el EPU"},"content":{"rendered":"<p><\/p>\n\n\n\n<p>Los municipios, as\u00ed como los gobiernos locales y regionales (GLR), tienen un papel \u00fanico que desempe\u00f1ar en la <a href=\"https:\/\/www.ohchr.org\/en\/hr-bodies\/upr\/upr-main\" target=\"_blank\" rel=\"noreferrer noopener\">Examen Peri\u00f3dico Universal (EPU).<\/a> El Examen Peri\u00f3dico Universal de la <a href=\"https:\/\/www.genevacitieshub.org\/en\/human-rights-council\/\">Consejo de Derechos Humanos de las Naciones Unidas<\/a> es un mecanismo de revisi\u00f3n por pares entre los Estados establecido en 2006. Examina el historial de derechos humanos de todos los Estados miembros de la ONU durante un ciclo de 4,5 a\u00f1os. Dirigido por los Estados, el proceso del EPU se basa en la informaci\u00f3n proporcionada por muchas partes interesadas, incluidos los propios Estados, la sociedad civil, las instituciones nacionales de derechos humanos y el sistema de la ONU. Sin embargo, lo que todav\u00eda falta es la aportaci\u00f3n de los GLR. El Centro de Ciudades de Ginebra (GCH) se ha comprometido a colmar esta laguna.<\/p>\n\n\n\n<p>Para ello, el GCH no s\u00f3lo coordina un <a href=\"https:\/\/www.genevacitieshub.org\/en\/launch-of-the-coalition-lrgs-in-upr\/\">Coalici\u00f3n para los GLR en el EPU<\/a>El evento fue el primero de una serie de eventos paralelos a las sesiones del Grupo de Trabajo del EPU. El primer evento se celebr\u00f3 el 15 de noviembre y permiti\u00f3 el di\u00e1logo entre los alcaldes y los representantes de los Estados examinados. El pr\u00f3ximo se celebrar\u00e1 el 27 de enero de 2023. Habr\u00e1 m\u00e1s informaci\u00f3n en el sitio web del GCH.<\/p>\n\n\n\n<p>Los municipios y otros GLR son fundamentales para la aplicaci\u00f3n de los derechos humanos sobre el terreno. Al estar muy cerca de su poblaci\u00f3n, los alcaldes est\u00e1n en la calle, donde se encuentran con sus residentes casi todos los d\u00edas, y por ello conocen profundamente el contexto y los problemas locales. A menudo son ellos los que dan vida a las normas internacionales y hacen realidad los derechos b\u00e1sicos mediante pol\u00edticas y acciones concretas. Sin embargo, tambi\u00e9n necesitan orientaci\u00f3n y recursos de los gobiernos centrales para cumplir con sus responsabilidades en materia de derechos humanos. El di\u00e1logo y la cooperaci\u00f3n a nivel internacional y el intercambio de pr\u00e1cticas con otros GLR pueden ayudar en este sentido.<\/p>\n\n\n\n<p>\"<em>Fomentamos el di\u00e1logo sobre cuestiones nacionales comunes a nivel internacional para reflejar mejor los resultados en casa. Esto es posible, por ejemplo, poniendo a alcaldes de diferentes lugares <em>en la misma mesa<\/em><\/em> <em>y comparar sus experiencias<\/em>\", dijo <strong>Kamelia Kemileva, <\/strong>Codirectora del GCH, inaugurando la reuni\u00f3n.<\/p>\n\n\n\n<p>Durante el acto, escuchamos c\u00f3mo se aplicaban los derechos humanos sobre el terreno en las ciudades de Ercolano (Italia) y Niter\u00f3i (Brasil). En particular, el alcalde de Ercolano habl\u00f3 de c\u00f3mo la ciudad consigui\u00f3 deshacerse de la delincuencia organizada y ahora puede invertir en educaci\u00f3n y en la econom\u00eda local para cumplir con los derechos humanos de los residentes y garantizar la democracia y la seguridad en la ciudad. La p\u00e1gina web <a href=\"http:\/\/www.niteroi.rj.gov.br\/prefeito-de-niteroi-axel-grael\/\" target=\"_blank\" rel=\"noreferrer noopener\">Alcalde de Niter\u00f3i,<\/a> <strong>Axel Grael, <\/strong>se refiri\u00f3 a la necesidad de vincular las cuestiones de seguridad clim\u00e1tica, justicia clim\u00e1tica, sostenibilidad y derechos humanos. Tambi\u00e9n se refiri\u00f3 a los programas y pol\u00edticas locales para apoyar a las poblaciones m\u00e1s vulnerables durante la pandemia de Covid-19, invertir en la econom\u00eda local mediante la creaci\u00f3n de una moneda local, prevenir la violencia urbana, acoger a los refugiados acogidos en la ciudad, apoyar a los j\u00f3venes y proporcionarles becas para que puedan seguir asistiendo a la escuela, etc. Si bien todos estos programas y pol\u00edticas no est\u00e1n necesariamente etiquetados como iniciativas de derechos humanos, \u00a1contribuyen concretamente a su realizaci\u00f3n a nivel local! Por lo tanto, es m\u00e1s pertinente que nunca que los GLR participen en el EPU y compartan todas esas buenas pr\u00e1cticas a nivel internacional.<\/p>\n\n\n\n<p><em>\"El EPU tiene lugar durante un di\u00e1logo interactivo de 3,5 horas en Ginebra. Pero lo realmente importante son los 4,5 a\u00f1os de aplicaci\u00f3n sobre el terreno que siguen. En este sentido, los GLR tienen un papel \u00fanico que desempe\u00f1ar<\/em>\", dijo <strong>Gianni Magazenni,<\/strong> Jefe de la Subdivisi\u00f3n del EPU de la OACDH. Adem\u00e1s, tambi\u00e9n sugiri\u00f3 que los GLR ayuden a su gobierno nacional a tomar posici\u00f3n sobre las recomendaciones recibidas de acuerdo con las realidades a nivel local, y as\u00ed tener una mayor apropiaci\u00f3n de su contribuci\u00f3n al desarrollo de pol\u00edticas p\u00fablicas para implementar las recomendaciones aceptadas.<\/p>\n\n\n\n<p>\"<em>I<\/em> <em>me comprometo a continuar mis acciones orientadas a los derechos humanos en Ercolano, la ciudad m\u00e1s bella del mundo<\/em>\", concluy\u00f3 <strong>Ciro Buonajuto,<\/strong> <a href=\"https:\/\/cirobuonajuto.it\/\" target=\"_blank\" rel=\"noreferrer noopener\">Alcalde de Ercolano<\/a> y vicepresidente de la ANCI, Asociaci\u00f3n Nacional de Municipios Italianos.
