Tambi\u00e9n tienen que surgir desde el \u00e1mbito local."},"content":{"rendered":"<p><strong>El 12 de octubre de 2021<\/strong>El Centro de Ciudades de Ginebra y el <a href=\"https:\/\/www.geneva-academy.ch\/geneva-humanrights-platform\" target=\"_blank\" rel=\"noreferrer noopener\">Plataforma de Derechos Humanos de Ginebra<\/a> (GHRP) organiz\u00f3 un <a href=\"https:\/\/www.genevacitieshub.org\/en\/geneva-urban-debates\/\">Debate urbano en Ginebra<\/a> y sesi\u00f3n tem\u00e1tica del <a href=\"https:\/\/www.geneva-academy.ch\/event\/ghrp-annual-conference\/detail\/281-2021-annual-conference-of-the-geneva-human-rights-platform\" target=\"_blank\" rel=\"noreferrer noopener\">2021 Conferencia anual del GHRP<\/a> en \"<a href=\"https:\/\/www.genevacitieshub.org\/en\/cities-critical-actors-in-the-national-international-human-rights-systems\/\"><strong>Las ciudades como actores cr\u00edticos del sistema nacional e internacional de derechos humanos<\/strong><\/a>\". ONU-H\u00e1bitat, la Red de Ciudades por los Derechos Humanos y la <a href=\"https:\/\/www.raoulwallenbergcentre.org\/en\/\" target=\"_blank\" rel=\"noreferrer noopener\">Instituto Raoul Wallenberg de Derechos Humanos y Derecho Humanitario<\/a> fueron socios del evento.<\/p>\n\n\n\n<p><\/p>\n\n\n\n<p>El objetivo era debatir la conectividad entre las ciudades, como actores nacionales de derechos humanos, y los mecanismos internacionales de derechos humanos con sede en Ginebra. Para ello, reuni\u00f3 a ponentes de las ciudades de Ginebra, Montevideo, York y Pittsburgh, y a expertos en derechos humanos.<\/p>\n\n\n\n<p><\/p>\n\n\n\n<p>Cuando se habla de agentes nacionales de derechos humanos, las ciudades y las autoridades locales y regionales no suelen venir a la mente como agentes nacionales con responsabilidades en materia de derechos humanos. Sin embargo, como la pandemia ha puesto claramente de manifiesto, s\u00ed se ocupan de las cuestiones de derechos humanos debido a su papel clave en la planificaci\u00f3n, prestaci\u00f3n y supervisi\u00f3n de los servicios p\u00fablicos y a su proximidad a los residentes.<\/p>\n\n\n\n<p><\/p>\n\n\n\n<p>Ambos<strong> Sami Kanaan (Vicealcalde de Ginebra) <\/strong>y<strong> Silvana Pissano (Alcalde de Montevideo, Municipio B<\/strong>) compartieron el compromiso con los derechos humanos de sus respectivas ciudades y algunos de los proyectos para hacerlos realidad a nivel local. Por ejemplo, ambos mencionaron el apoyo espec\u00edfico y adicional prestado a los m\u00e1s vulnerables durante la pandemia, incluyendo la distribuci\u00f3n de alimentos, viviendas sociales, acceso a aseos y duchas. Como afirm\u00f3 Sami Kanaan, \"<em>los derechos humanos s\u00f3lo pueden ser una realidad si se aplican a nivel local y tienen un impacto en la vida cotidiana de nuestros habitantes<\/em>\".<\/p>\n\n\n\n<p><\/p>\n\n\n\n<p>La ciudad de York (Reino Unido) cuenta con un <a href=\"https:\/\/www.yorkhumanrights.org\/current-work\/human-rights-indicator-report\/\" target=\"_blank\" rel=\"noreferrer noopener\">informe de indicadores de derechos humanos<\/a> revisar su situaci\u00f3n en relaci\u00f3n con los cinco derechos prioritarios elegidos mediante un ejercicio de consulta p\u00fablica: educaci\u00f3n, vivienda, salud, nivel de vida digno e igualdad y no discriminaci\u00f3n. <strong>Stephen Pittam, Presidente de la Red de Ciudades por los Derechos Humanos de York<\/strong>En el caso de la educaci\u00f3n, por ejemplo, el n\u00famero de j\u00f3venes que no estudian ni trabajan se ha reducido a lo largo de los a\u00f1os. Sin embargo, la mayor\u00eda de las veces, estas autoridades no son conscientes de sus obligaciones, carecen de la capacidad y los recursos necesarios para aplicarlas y no est\u00e1 claro qui\u00e9n es responsable de qu\u00e9. A pesar de estos problemas, las ciudades han tomado grandes iniciativas para abordar los problemas de derechos humanos. Ese ha sido el caso de Canad\u00e1, donde los dirigentes de las ciudades han formado el <a href=\"https:\/\/www.make-the-shift.org\/righttohome\/\" target=\"_blank\" rel=\"noreferrer noopener\">grupo de trabajo municipal sobre el derecho al hogar<\/a> para hacer frente a la falta de vivienda, que se ha intensificado desde el inicio de Covid-19.<\/p>\n\n\n\n<p><\/p>\n\n\n\n<p>Las ciudades interesadas en convertirse en \"ciudades de los derechos humanos\" pueden encontrar una gran cantidad de informaci\u00f3n y compartir experiencias a trav\u00e9s de la <a href=\"https:\/\/humanrightscities.net\/\" target=\"_blank\" rel=\"noreferrer noopener\">Red de Ciudades por los Derechos Humanos<\/a> que se cre\u00f3 en 2018.
