Para ello, Marie Boyenval, estudiante de la Academia de Ginebra inscrita en el M\u00e1ster en Derecho Internacional Humanitario y Derechos Humanos, analiz\u00f3 numerosos informes y extrajo las recomendaciones formuladas por los Procedimientos Especiales, el Examen Peri\u00f3dico Universal, as\u00ed como los \u00d3rganos de Tratados de la ONU dirigidos a 13 Estados miembros seleccionados de la Comisi\u00f3n Econ\u00f3mica de las Naciones Unidas para Europa (CEPE) y\/o de la junta ejecutiva de ONU-H\u00e1bitat. De hecho, tanto la CEPE como ONU-H\u00e1bitat tambi\u00e9n tienen el mandato de examinar las cuestiones relativas a la vivienda, aunque desde perspectivas diferentes.\u00a0\u00a0<\/p>\n\n<p style=\"text-align: justify;\">La investigaci\u00f3n concluy\u00f3 que, aunque el sistema de derechos humanos de la ONU est\u00e1 dirigido y orientado al Estado, las ciudades han sido objeto de una atenci\u00f3n creciente -aunque desigual- por parte de los mecanismos a lo largo de los a\u00f1os. Las pr\u00e1cticas de los mecanismos de derechos humanos de la ONU difieren en funci\u00f3n de sus mandatos y de su capacidad para reunirse con representantes de las ciudades (es el caso de los Procedimientos Especiales durante sus visitas sobre el terreno, por ejemplo). En general, los mecanismos de derechos humanos de la ONU mencionan las ciudades como un espacio en el que se producen violaciones de los derechos humanos o en el que se aplican buenas pr\u00e1cticas. Sin embargo, rara vez son consideradas como actores pol\u00edticos con obligaciones de derechos humanos en relaci\u00f3n con el derecho a la vivienda. Aunque la investigaci\u00f3n se centr\u00f3 en cuestiones de vivienda, es evidente que sus resultados tambi\u00e9n son relevantes para otros temas en el \u00e1mbito urbano, como la salud, el medio ambiente, etc.<\/p>\n\n<p style=\"text-align: justify;\">Los resultados de la investigaci\u00f3n se han debatido durante una reuni\u00f3n informal de intercambio de ideas celebrada en Ginebra el 28 de mayo de 2021 con la participaci\u00f3n de la ex presidenta y miembro del Comit\u00e9 de Derechos Econ\u00f3micos, Sociales y Culturales (CESCR), Virginia Bras Gomes, y del ex relator especial de la ONU sobre vivienda adecuada, Miloon Kothari. Otros expertos de UPR-Info y de Ciudades y Gobiernos Locales Unidos (CGLU) que han colaborado con los mencionados mecanismos de derechos humanos de la ONU tambi\u00e9n compartieron sus experiencias y observaciones.<\/p>\n\n<p style=\"text-align: justify;\">Durante la reuni\u00f3n de brainstorming se discutieron algunas ideas concretas. Por ejemplo, se sugiri\u00f3 que las autoridades locales podr\u00edan presentar su propio informe intermedio sobre la aplicaci\u00f3n de las recomendaciones del EPU o su propio informe de las partes interesadas para los \u00f3rganos de los tratados.  La Sra. Gomes afirm\u00f3 que \"deber\u00eda haber una clara comprensi\u00f3n del papel de los gobiernos nacionales y locales en lo que respecta a las pol\u00edticas de vivienda, ya que los diferentes actores tienen diferentes niveles de responsabilidad\".<\/p>\n\n<p style=\"text-align: justify;\">Los resultados de la investigaci\u00f3n y de la reuni\u00f3n de intercambio de ideas se presentar\u00e1n en un acto paralelo al\u00a0<strong>Reuni\u00f3n ministerial de la CEPE sobre Desarrollo Urbano, Vivienda y Ordenaci\u00f3n del Territorio sobre \"Viviendas asequibles, adecuadas y resistentes en ciudades habitables, incluidas las ciudades que se enfrentan a condiciones meteorol\u00f3gicas extremas\"\u00a0<\/strong><strong>los d\u00edas 6 y 7 de octubre en Ginebra.<\/strong>\u00a0El evento comparar\u00e1 la implicaci\u00f3n y la participaci\u00f3n de los gobiernos locales en los mecanismos de derechos humanos de la CEPE y de la ONU (con un enfoque espec\u00edfico en el EPU) en relaci\u00f3n con las cuestiones de vivienda<\/p>\n\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t<\/div>","protected":false},"excerpt":{"rendered":"<p>El GCH concluy\u00f3 su investigaci\u00f3n destinada a explorar la situaci\u00f3n de las ciudades en el sistema de derechos humanos de la ONU en relaci\u00f3n con una cuesti\u00f3n en la que las ciudades tienen importantes responsabilidades: el derecho a la vivienda.
