{"id":12327,"date":"2021-06-18T07:56:00","date_gmt":"2021-06-18T07:56:00","guid":{"rendered":"https:\/\/www.genevacitieshub.org\/?p=12327"},"modified":"2022-02-23T15:50:18","modified_gmt":"2022-02-23T14:50:18","slug":"back-to-city-diplomacy-an-informal-talk","status":"publish","type":"post","link":"https:\/\/globalcitieshub.org\/en\/back-to-city-diplomacy-an-informal-talk\/","title":{"rendered":"&#8220;Cities have become political actors in their own right&#8221;"},"content":{"rendered":"\t\t<div data-elementor-type=\"wp-post\" data-elementor-id=\"12327\" class=\"elementor elementor-12327\">\n\t\t\t\t\t\t<section class=\"elementor-section elementor-top-section elementor-element elementor-element-676f8b4c elementor-section-boxed elementor-section-height-default elementor-section-height-default\" data-id=\"676f8b4c\" data-element_type=\"section\" data-e-type=\"section\">\n\t\t\t\t\t\t<div class=\"elementor-container elementor-column-gap-default\">\n\t\t\t\t\t<div class=\"elementor-column elementor-col-100 elementor-top-column elementor-element elementor-element-6cede9f6\" data-id=\"6cede9f6\" data-element_type=\"column\" data-e-type=\"column\">\n\t\t\t<div class=\"elementor-widget-wrap elementor-element-populated\">\n\t\t\t\t\t\t<div class=\"elementor-element elementor-element-42a8296b elementor-widget elementor-widget-text-editor\" data-id=\"42a8296b\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t\n<p style=\"text-align: justify;\"><strong>On 18 June 2021<\/strong>, the Geneva Cities Hub organized <a href=\"https:\/\/www.genevacitieshub.org\/en\/city-diplomacy-an-informal-talk\/\">an informal talk<\/a> on \u201cCity Diplomacy\u201d in partnership with the Permanent Mission of France to the United Nations and the<a href=\"https:\/\/www.gcsp.ch\/\"> Geneva Centre for Security Policy (GCSP)<\/a>.<\/p>\n\n<p style=\"text-align: justify;\">The event was stimulated by the <a href=\"https:\/\/www.palgrave.com\/gp\/book\/9783030607166\">book \u201cCity Diplomacy\u201d<\/a> by <a href=\"https:\/\/www.urbanflag.org\/\">Dr. Lorenzo Kihlgren Grandi<\/a>. It provided a welcome opportunity to reflect upon the role that cities play in global multilateral diplomacy and what is needed to enhance that role, given that cities are able to provide pragmatic and concrete solutions to today\u2019s numerous challenges.<\/p>\n\n<p style=\"text-align: justify;\"><br \/>Whereas there used to be no mention of cities in relation to the traditional issue of peace and security, cities are increasingly present on the international stage with the rise of new transnational challenges such as climate change, migration, violent extremism, the COVID-pandemic, etc. As recalled by <a href=\"https:\/\/www.gcsp.ch\/our-experts\/ambassador-thomas-greminger\">Ambassador Thomas Greminger<\/a>, Director, GCSP, \u201c<em>cities are no longer locations where incidents occur, or locations to implement State policies deriving from international treaties. They have become political actors in their own right<\/em>\u201d.<\/p>\n\n<p style=\"text-align: justify;\"><br \/>For long, cities have been categorized as non-State actors, alongside non-governmental organizations. However, their status ought to be different because cities are the oldest political institution in history. Cities are the closest level of government to the population which deliver public services and address their daily concerns. Consequently, they often are the most trusted and accountable political institution.<\/p>\n\n<p style=\"text-align: justify;\"><br \/>While cities have become important actors in international affairs, Dr. Lorenzo Kihlgren Grandi pointed to the challenges faced by city diplomacy, in particular how cities connect to other levels of governance \u2013 such as States and international organizations \u2013 to foster a truly multilevel cooperation. Also, city diplomacy is implemented in an unequal way, since it is mainly led by big cities. Dr. Kihlgren Grandi emphasized here \u201c<em>the crucial role of political leadership and thus of mayors, who can help surpass the obstacles which hinder the full appliance of city diplomacy<\/em>\u201d.<\/p>\n\n<p style=\"text-align: justify;\"><br \/><a href=\"https:\/\/www.cityofithaca.org\/131\/Mayors-Office\">Svante Myrick<\/a>, Mayor of Ithaca, USA, underlined the issue of resources: \u201c<em>We would be better off if States were providing us with more resources. Mayors have too much responsibility and too little power, whereas national administrations have too much power and too little responsibility<\/em>\u201d.<\/p>\n\n<p style=\"text-align: justify;\"><br \/><a href=\"https:\/\/www.graduateinstitute.ch\/academic-departments\/faculty\/cecilia-cannon\">Dr. Cecilia Cannon<\/a>, Director, <a href=\"https:\/\/www.graduateinstitute.ch\/inp?gclid=EAIaIQobChMI_9OFldeq8QIVDdN3Ch3CuAVaEAAYASAAEgJHsPD_BwE\">Executive Master in international Negotiation &amp; Policy Making<\/a>, Graduate Institute, delved into capacity-building of city administrations to fully empower them on the international stage. She stressed the need to identify the incentives and opportunities for city engagement at the international level. The Global Compact for Migration\u2019s process was mentioned as a good example, where cities were able to share their experience to enrich the text. In terms of required skills and competencies for city diplomacy, these are complex. Dr. Cannon recalled that \u201c<em>bolstering the capacities of city actors mean building their knowledge and understanding of the formal but also informal processes. For each issue, there is a different forum, and the governance frameworks and policy processes are very diverse from one issue to anothe<\/em>r\u201d.<\/p>\n\n<p style=\"text-align: justify;\"><br \/>Finally, Marie-Pierre Meganck, Counsellor, Permanent Mission of France \u2013 speaking in her personal capacity \u2013 touched upon the delicate and political relationship between cities and States, which often share similar challenges. The scale may be different, but both cities and States must reconcile universal values with more local or national interests. \u201c<em>The true challenge is to go beyond the classical debate that depicts cities as agile and innovative vs. States that are disconnected from the ground and bureaucratic.
