By 2050, nearly 70% of people will live in cities. Women and girls represent half of the world\u2019s population and therefore also half of its potential. But gender inequality persists everywhere, stagnates social progress and stifles economic growth and rights protection. Urban and Peri-urban areas are where inequalities and opportunities converge. Cities have a choice: be places of safety, opportunity, and inclusion, or spaces where discrimination persists.<\/p>

The\u00a0Convention on the Elimination of All Forms of Discrimination against Women (CEDAW)<\/a> is the principal international treaty to advance the rights of women and girls and to promote gender equality.\u00a0Local and regional governments, by \u201clocalizing\u201d CEDAW, can become recognized leaders internationally in advancing women\u2019s rights. They will be part of a global movement and connect with other like-minded cities, communities, municipalities and local governments, engaging with the international human rights system to realize gender equality, support the fulfilment of state obligations and, thus, achieve SDG5 \u2013 Gender equality.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t

For many decades, city diplomacy has evolved in parallel to global State diplomacy. As a newcomer to the dynamic landscape of city diplomacy, the Global Cities Hub (GCH) seeks to embed it within the broader framework of global State diplomacy. To achieve this, it favours direct engagement of Local and Regional Governments (LRGs) with States and their international organizations and advocates for the creation of a new status for LRGs at the United Nations (UN). This would allow LRGs to participate in intergovernmental meetings, speak in their own capacity and contribute to more inclusive and effective multilateral outcomes.<\/p>

As the world continues to massively urbanize, LRGs will remain essential pivotal in shaping solutions to address the numerous and complex global challenges that lie ahead. They will bring a new elan to international cooperation by fostering more inclusive and effective multilateralism. In time, LRGs may even take a central role alongside certain States to preserve and strengthen multilateralism and create channels of dialogue focusing on fundamental and concrete issues.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t

Local and Regional Governments (LRGs) were acknowledged as important stakeholders in localizing the SDGs, but they often lack the necessary financial resources to act accordingly. Scaling up funding and financing instruments for LRGs is essential for ensuring that they can pay their fair share in financing local efforts, including climate-responsive projects and driving forward the achievement of the SDGs.<\/p>

The Fourth Financing for Development Conference, scheduled for 30 June to 3 July 2025 in Seville, Spain, presents a unique opportunity to reform financing mechanisms for development at all levels, especially in support of a transformation in the international financial architecture.<\/p>

The Global Cities Hub and the\u00a0Global Parliament of Mayors\u00a0encourage mayors to sign the\u00a0Mayors\u2019 Declaration on Financing for Development to build a better, more equitable world for future generations<\/em>.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t

Local and regional governments (LRGs) have been increasingly acknowledged as key players in the promotion and protection of human rights and Sustainable Development Goals (SDGs) due to their proximity to residents within their jurisdiction and their essential role in implementing policies on the ground. LRGs operationalize international human rights commitments and SDGs by translating them into concrete and contextually relevant actions.<\/p>

Despite their proximity to communities and their critical role in implementing international human rights standards, LRGs remain underrepresented in multilateral frameworks. The briefing highlights the growing importance of LRGs in human rights monitoring and SDG implementation while outlining key strategies to enhance their engagement with international mechanisms.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t

GCH\u2019s policy paper offers an overview of different channels alleviating the funding gap by strengthening investor confidence in financing climate-responsive projects undertaken by local and regional governments and affiliated entities that capture local conditions and citizens\u2019 needs. Similarly to the challenge of sustainable development itself, financing the activities to face this challenge cannot be provided by states alone. It is widely assumed that AI and AI-associated technologies will enhance economic growth and public well-being in \u2018smart cities\u2019. GCH\u2019s new policy paper argues that local and regional governments (LRGs) should deploy these technologies, but only when they contribute to LRGs\u2019 public mission and enhance the quality of life and meet the needs of their citizens. The paper looks at the opportunities and challenges that the use of AI might pose in cities. It reviews where AI can best serve local governments, and gives an overview of the guiding principles that ensure AI\u2019s ethical use.\u00a0It also argues that LRGs should be able to feed their needs and expectations into global processes for AI regulation. States have been negotiating a new pandemic tre<\/span>aty at the World Health Organization (WHO)\u00a0<\/span>to prevent, prepare for, and respond to future pandemics more equitably and cooperatively.<\/span>\u00a0The GCH argues that Local and Regional Governments (LRGs), key players in the COVID-19 response, should be included in the Sate-led negotiation process and explicitly referred to in the treaty.\u00a0<\/span>As the 11th\u00a0session of the Intergovernmental Negotiating Body (INB) to draft and negotiate a WHO convention, agreement or other international instrument on pandemic prevention, preparedness and response is about to close, it is high time that we reflect upon what\u2019s (not) in the draft pandemic treaty for local and regional governments<\/span>.\u00a0<\/span>While early drafts mentioned LRGs, these references have been watered down over time. However, article 17 on \u201cwhole-of-government and whole-of-society approaches\u201d remains, which constitutes the main entry point for LRGs into the treaty. This paper offers observations on States\u2019 perspectives and highlights challenges that need to be overcome if LRGs are to be more fully involved in the negotiations.<\/span><\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t

To mark its 3rd \u00a0anniversary, the Global Cities Hub publishes a working paper offering some informal reflections on how to advance the involvement of local and regional governments in multilateralism.<\/p>

The document takes stock of the past three years of work and looks at the next steps. First, it briefly explains how the GCH understands multilateralism and the current standing of LRGs in the multilateral system. It then examines the added value that LRGs can bring to multilateralism, the rationale for their engagement and the obstacles that impede them from doing so. Third, the paper looks at the stakeholders that can assist the GCH to achieve its objectives. In addition to LRGs themselves, the GCH works with States, city networks and international organizations. It argues that Geneva is the right place to raise the profile of LRGs in multilateralism.<\/p>

Finally, the GCH describes what can be done to assist LRGs to participate in multilateralism and the entry points that exist or need to be created to enhance multilateralism and make it more inclusive, effective and relevant in the longer run. Overall, the GCH hopes that this document will shed light on what can be done to support and advance the engagement of LRGs in international affairs, and to overcome obstacles that hinder their engagement.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t

The Coalition for Local and Regional Governments (LRGs) in the Universal Periodic Review (UPR) publishes \u201cUPR Tips for LRGs\u201d to provide information to LRGs interested to take part and contribute to this unique human rights mechanism.
